LIB 5 CITY OF CARLSBAD -AGENDA BILL - TITLE: AUTHORIZING THE PURCHASE OF MODULAR BUILDINGS FOR THE HEAD START PROGRAM AT CITY ATTY. THE CARLSBAD CITY LIBRARY LEARNING CENTER SITE I CITY MGR RECOMMENDED ACTION: Adopt Resolution No. 20051 11 authorizing the purchase of modular buildings to be placed on site at the Carlsbad City Library Learning Center location for the use of the Head Start Program. ITEM EXPLANATION: In the spring of 2004, the City Council approved the purchase of the Girls Club Inc. building located at 3368 Eureka Place. Community Development Block Grant (CDBG) funds were used for that purchase. The building was purchased in June 2004. The Library plans for this buildingkite to become the Carlsbad City Library Learning Center, which will house the Adult Learning and Centro de lnformacion programs. Currently, the Head Start program leases space at this location, and occupies a house located on the property. The Library also received approval in the fall of 2004 to hire an architect to design building plans for the new use of this site. In September, 2004, Manuel Oncina Architects, Inc. began working with City staff to design plans. CDBG funds were used to pay the design costs. The Head Start Program will be relocated from the home and the main building to the modular buildings at the east edge of the property. The Head Start Program administrators were involved in the planning process and have agreed to relocate. The Planning Commission is scheduled to take action on the Conditional Use Permit for this property on April 20, 2005. The Planning Department is recommending approval of the Conditional Use Permit. As a part of the approval of the Conditional Use Permit, the Planning Commission will also be asked to make a finding of consistency with the General Plan for the proposed use. The Library has included an application in the 2005 Capital Improvement Program to request funding for the construction of the Carlsbad City Library Learning Center project. Construction is estimated to cost $2.7 million. This cost covers expenses such as project management, construction, furniture and equipment, etc. The City desires to purchase modular buildings expending CDBG funds for this purchase. According to Section 3.28.090 of Carlsbad Municipal Code, the Purchasing Officer is allowed to purchase equipment through cooperative purchasing programs with other public agencies when the agency has made its purchase in a competitive manner. The modular buildings will be purchased from Williams Scotsman, Inc. by utilizing a California Multiple Award Schedule (CMAS) contract. CMAS contacts are awarded and administered by the State of California, and are available for use by local agencies. PAGE 2 OF AGENDA BILL NO. 183077 Upon approval, the modular buildings will be ordered and a delayed delivery date will be requested. Upon City Council approval of the CIP projects, City funding will be available July 1". After that date, site work can begin on this project and the modulars will be delivered and installed. Upon completion, the Head Start program will occupy those modulars, which will then allow for construction to begin on the main building. FISCAL IMPACT: On April 1, 2003, the Council approved $766,177 of Community Development Block Grant budget for the Centro de lnformacion project. The Carlsbad Learning Center property and architectural design funds have been expended. A current balance of $383,000 remains. On April 5, 2005, an additional $191,986 was approved for this project in the CDBG allocation. The modular purchase will expend $434,752. EXHIBITS: I. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct 2.
