RECOMMENDED ACTION:
Staff recommends Council adopt Resolution No 2005-125

ITEM EXPLANATION:
Funds were appropriated in the previous fiscal years, 2002-2003 and 2003-2004, to purchase two
fire engines to replace a 1986 Gruman and 1988 Beck currently in the fleet. These funds have been
carried over to the 2004-2005 budget. These units exceed the fifteen-year age guideline for
replacement contained in the Fleet Management Program, Administrative Order #3.
The City currently owns five Seagrave fire engines that have provided excellent service. Purchase of
additional Seagrave engines will provide quality apparatus with the additional advantage of familiarity
for both operators and our maintenance staff.
Section 3.28.160 of Carlsbad Municipal Code provides for the Purchasing Officer to purchase
equipment through cooperative purchasing programs with the other public agencies when the
agency has made their purchase in a competitive manner. On January 6, 2004, following a formal
bidding process the City of Kent, Ohio entered into a contract with Seagrave Fire Apparatus for the
amount of $380,689, excluding taxes for one fire engine.
Fire Department staff consulted with Seagrave Fire Apparatus, LLC to make some minor
configuration changes to the apparatus to better meet our needs. The total price of the apparatus as
manufactured for Carlsbad is $380,112, excluding taxes per fire engine. The cost of two fire engines
plus taxes would be $819,142.
FISCAL IMPACT:
Appropriations of $760,000 were included in the fiscal year 2004-05 budget for the purchase of these
vehicles. Actual costs will be $59,142 higher than budgeted. Due to other fleet replacements
coming in under budget, there are sufficient appropriations in the fleet replacement budget for the
purchase.

RESOLUTION NO. 2005-125
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AUTHORIZING THE PURCHASE
OF TWO FIRE ENGINES
WHEREAS, the City of Carlsbad wishes to replace two fire engines which have
exceeded their useful lives, and;
WHEREAS, Section 3.28.160 of the Carlsbad Municipal Code provides that the City may
participate in cooperative purchasing programs with other public agencies, and;
WHEREAS, the City of Kent, Ohio used formal bidding procedures, with a public agency
clause, to purchase a Seagrave fire truck, and
WHEREAS, prior years’ appropriation of $760,000 for fire engines has been carried over
into the current fiscal year, and;
WHEREAS, Seagrave Fire Apparatus, LLC has offered to sell the City of Carlsbad two
Seagrave fire trucks totaling $819,142.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
