HIRED RECOMMENDED ACTION: CITY MGW Adopt Resolution No. 2005-1 37 approving the submission of the 2005-201 0 Consolidated Plan to the U.S. Department of Housing and Urban Development (HUD) and authorizing the Housing and Redevelopment Director to execute all appropriate documents. ITEM EXPLANATION; The City of Carlsbad's 2005-2010 Draft Consolidated Plan has been developed to meet the requirements of the Federal Community Development Block Grant (CDBG) AND HOME Investment Partnership (HOME) Program. The Consolidated Plan is a five-year housing and community development plan covering the period of July 1, 2005 to June 30, 2010. The Plan provides Carlsbad with a comprehensive assessment of housing and community development needs, and describes strategies to assist in meeting those needs through various federal or other funding resources. The Plan also includes an Annual Action Plan describing specific projects or programs proposed for CDBG and HOME funding in the 2005-2006 program year as previously approved by the City Council on April 5, 2005. In order to remain eligible for CDBG funding in fiscal year 2005-2006, the City of Carlsbad must submit the Consolidated Plan prior to May 15, 2005. The City held public hearings, on November 9, 2004 and March 22, 2005, to provide an opportunity for the community to comments on the City's housing and community development needs. A public review and comment period for the Draft Consolidated Plan was also provided between April 4, 2005 and May 3, 2005. All public comments are included as an appendix in the Plan. FISCAL IMPACT: With an approved Consolidated Plan, the City is eligible to receive CDBG funds during fiscal year 2005-2006. A grant agreement will not be executed by the U.S. Department of Housing and Urban Development until the Carlsbad Consolidated Plan is adopted and submitted to their office for review and approval. -- EXHIBITS: 1. CALIFORNIA, AUTHORIZING SUBMITTAL OF A 2005-2010 CONSOLIDATED WHEREAS, the City Council of the City of Carlsbad, California considered the Consolidated Plan for the period beginning July 1, 2005 to June 30, 2010, as required for the City's Community Development Block Grant and HOME Investment Partnership program; and WHEREAS, the City of Carlsbad is committed to continuing to provide a suitable living Environment and to expand economic opportunities for the City's low-income residents as is also outlined in the Consolidated Strategy and Plan; and WHEREAS, the City Council of the City of Carlsbad, California, approves the submittal of the 2005-2010 Consolidated Plan for the City's Community Development Block Grant program to the U.S. Department of Housing and Urban Development. NOW, THEREFORE BE IT HEREBY RESOLVED by the City Council as follows: 1. That the above recitations are true and correct. 2. That the Housing and Redevelopment Director is authorized to submit the City's 2005-2010 Consolidated Plan to the U.S. Department of Housing and Urban Development for approval and to execute all appropriate related documents.
