On February 8, 2005, the City Council approved the plans and specifications for the Carlsbad
Boulevard Left Turn Lane at Breakwater Road, and directed the City Clerk to advertise for
construction bids. On March 29, 2005, the following five (5) sealed bids were received:

The Engineer's Estimate for construction of the improvements was $1 56,718. The lowest
responsible bidder is GIM General Engineering at $1 80,954. The documents submitted by GIM
General Engineering for the project have been reviewed and analyzed by staff and found to be in
order. Staff, therefore, recommends the award of the construction contract to GIM General
Engineering.
ENVIRONMENTAL REVIEW:
The proposed improvements to Carlsbad Boulevard consist of installation of a left turn pocket at an
existing intersection and the addition of paved area to facilitate U-turns for larger vehicles. All work
would be conducted within the existing public right-of-way and no significant increase in traffic
circulation or roadway capacity would occur. Therefore the project qualifies as a minor alteration of
an existing facility and is exempt from environmental review pursuant to Section 15301(c) of the
State CEQA Guidelines.
FISCAL IMPACT:
The funds needed to complete the project are estimated at $243,150. The project cost breakdown is
as follows:

To date, South Carlsbad Coastal Redevelopment Area tax funds totaling $155,000 have been
appropriated to the project. Due to current economic conditions, construction costs for traffic signal
and roadway construction have increased significantly since funds were originally budgeted for the
project. The project is now estimated at $243,150 and an additional appropriation from the South Carlsbad Coastal Redevelopment Area tax fund of $88,150 is required to complete the project.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARDING A
CONTRACT FOR THE CONSTRUCTION OF THE CARLSBAD
BOULEVARD LEFT-TURN LANE AT BREAKWATER ROAD,
PROJECT NO. 3947-1 AND APPROPRIATION OF FUNDS.
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
necessary, desirable, and in the public interest to construct the Carlsbad Boulevard Left-Turn
Lane at Breakwater Road; and
WHEREAS, five (5) sealed bids were received on March 29, 2005 for the project; and
WHEREAS, the lowest responsive, responsible bid for the project was submitted by GIM
General General Engineering in the amount of $180,954; and
WHEREAS, there are sufficient South Carlsbad Coastal Redevelopment Area tax funds
for the additional appropriation.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:

2. That the low bid submitted by GIM General Engineering, in the amount of
$180,954, is hereby accepted and the Mayor is hereby authorized to execute a contract on behalf
Df the City for the construction of the Carlsbad Boulevard Left-Turn Lane at Breakwater Road.

That the above recitations are true and correct.

3. That the Finance Director is hereby authorized to appropriate $88,150 from the
South Carlsbad Coastal Redevelopment Area tax fund for completion of the project.
4. That the City Manager is hereby authorized to approve construction change orders
up to $27,143.
5. That the award of this contract is contingent upon the bidder submitting the lowest
responsive bid, executing the required contract and submitting the required bonds and insurance
policies as described in the contract, within twenty (20) days of adoption of this resolution. The
City Manager may grant reasonable extensions of time.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the 3rd day of May , 2005 by the following vote, to wit:
