ENG TITLE: AWARD OF CONTRACT FOR THE CONSTRUCTION OF THE 2004/05 STREET SEALING PROJECT CITY MGRW CONTRACTOR American Asphalt South RECOMMENDED ACTION: TOTAL $878,200.09 Adopt Resolution No. 2005-147 South, Inc., for the construction of the 2004/05 Street Sealing Project No. 3667-10. accepting bids and awarding the contract to American Asphalt ITEM EXPLANATION: The 2004/05 Street Sealing Project, which is part of the City’s ongoing Pavement Management Program (PMP), will provide the necessary maintenance to extend the life of various roadways throughout the City. The roadways included in this project will be sealed with a rubberized slurry seal. The application of rubberized slurry seal rejuvenates and protects the roadway surface from the harmful effects of sunlight while at the same time protecting the underlying base material from the damaging effects of water penetration. To enable staff to tailor the scope of the 2005 PMP to maximize the efficient use of funding, the bid for this project included a set of base bid roadways and a set of additive alternate roadways. The additive alternate roadways were included to take advantage of potentially favorable bids and pending the final selection of the roadways in the PMP overlay project. In this instance the scope of this year’s PMP projects will not accommodate the additive alternate streets as bid and, therefore, they will be included in the next year’s projects as previously programmed. In addition to roadway surface maintenance, the project includes concrete repairs to sidewalks, driveway aprons, and curbs. These concrete repairs will occur along roadways that are receiving seal applications throughout the project area. By completing these items of work at the same time, the public right-of-way will be improved by a single construction project which will reduce the construction impacts on the adjacent residents. The construction is projected to occur in the summer of 2005. The engineer’s construction cost estimate for the base bid project was $895,000. On April 5, 2005, one sealed bid was received for the construction of this project as shown on the following table. The City has received two bids for two of the last three street sealing projects and for the third project three bids were submitted. American Asphalt South has submitted a bid for each of these projects and they have successfully completed two seal projects for the City of Carlsbad in the past three years. The bid price submitted, by American Asphalt South, for the street sealing item of work is $3.60 per gallon which is actually lower than the price included in their successfuVlow bids of 2001 and 2003 which were $3.92 and $3.72, respectively. All bid documents submitted by American Asphalt South, Inc., have been reviewed by staff and found to be in order. ENVIRONMENTAL COMPLIANCE: This project is categorically exempt from the environmental review process under Section 15301 Class 1 (C) of the California Environmental Quality Act. WHEREAS, on February 15,2005, the City Council of the City of Carlsbad approved plans 'or the construction of the 2004105 Street Sealing Project No. 3667-1 0; and WHEREAS, one (1) sealed bid was received on April 5, 2005 by the City of Carlsbad for :he construction of said project; and WHEREAS, the lowest responsive and responsible bid to construct said project was submitted by American Asphalt South, Inc., in the amount of $878,200.09; and WHEREAS, there are sufficient funds available to complete the project; and WHEREAS, subsection 3.28.1 72(c)(l) of the Carlsbad Municipal Code authorizes the Zity Manager to approve change orders in the amount equal to the contingency set at the time of lid opening. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, :alifornia, as follows: 1. 2. That the above recitations are true and correct.
