ENG CITY OF CARLSBAD - AGENDA BILL TITLE: AUTHORIZE STAFF TO CONDUCT AN ECONOMIC ANALYSIS OF ATTENDANCE, BEACH SPENDING, AND THE ECONOMIC IMPACT OF BEACH TOURISM IN CARLSBAD CITY ATTY. CITY MG* RECOMMENDED ACTION: Adopt Resolution No. 2005-1 50 beach spending, and the economic impact of beach tourism in Carlsbad. authorizing staff to conduct an economic analysis of attendance, ITEM EXPLANATION: The Carlsbad Beach Preservation Committee (BPC) is interested in gaining an understanding of the economic impact provided the City by visitors to our local coastline. To this end, the BPC included an item in their 2005 Goals and Objective Program to initiate a study of beach attendance and its economic impact on business and tax revenues from spending by visitors and tourists to the Carlsbad beaches. At their February 8, 2005 meeting, the BPC unanimously recommended the City Council authorize staff to conduct an economic analysis, estimate the beach attendance numbers, and provide a report on the economic impact of beach tourism to the City. The objective of the study is to provide information to the City Council of the financial benefits derived from summer visitors to the Carlsbad beaches. The study will include: 0 0 A survey of visitors at the beach during high season (June, July, and August) Preparation of a fiscal impact analysis for the City - that is how much tax revenue Carlsbad beaches bring to the City 0 A survey of beach visitors will be conducted randomly throughout the summer of 2005. A questionnaire will be used to determine the primary residence of Carlsbad beach visitors, the amount spent on beach visits broken down by type of expenditure and whether the expenditures took place within Carlsbad or elsewhere, total attendance broken down by different types of visitors (local visitors, out of state, out of country, day trippers), and the demographics of beach visitors. The survey would also ask how important the beach was in their decision to come to Carlsbad, and at what point visitors would stop going if the beaches were eroded. The final report is due in November 2005. Evaluation of the economic impact beach tourism has to Carlsbad and the state Staff supports the BPC’s recommendation and requests authorization to conduct an economic analysis of attendance, beach spending, and the economic impact of beach tourism in Carlsbad. ENVIRONMENTAL REVIEW: The project is categorically exempt from CEQA pursuant to section 15306 which exempts information gathering activities. FISCAL IMPACT: The cost to conduct this effort is estimated at $30,000. Staff will research and choose a consultant experienced in preparing coastal economic analyses of this nature. The costs are supported within the Engineering Department Operating Budget. EXHl BITS: 1. WHEREAS, the beaches adjacent to the City of Carlsbad attract visitors from all parts of the globe; and WHEREAS, the Carlsbad Beach Preservation Committee is interested in conducting a study of the economic impact the beaches have on the City; and WHEREAS, at the Carlsbad Beach Preservation Committee meeting of February 8, 2005, the Committee unanimously recommended the City Council authorize staff to conduct an economic analysis, estimate the beach attendance numbers, and provide a report on the economic impact of beach tourism to the City; and WHEREAS, the City Council determines it is the interest of the public to prepare said analysis. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Carlsbad as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes staff to conduct an economic analysis of attendance, beach spending, and the economic impact of beach tourism in Carlsbad.
