ITEM EXPLANATION:
The City Council provides an opportunity for citizens and organizations to have an item
placed on a City Council Agenda by submitting a letter to the City Manager. Attached is a
letter (Exhibit 1) from Ron Sipiora, Chief Professional Officer, Boys & Girls Clubs of
Carlsbad, requesting the opportunity to make a presentation to the City Council regarding
the development of the new Boys & Girls Club.

The Boys & Girls Clubs here in Carlsbad are underway with an ambitious
$5 million dollar Capital Campaign to build a state of the art facility in
the heart of the city, Bressi Ranch.

The City of Carlsbad has provided this community with a quality of life
that is second to none. We are proud that the Boys & Girls Clubs has
developed a partnership with the city to help build Carlsbad’s incredible
reputation, not to mention that we were incorporated as a non-profit
agency the same year Carlsbad became a City in 1952! Over these past
53 years the Club has accomplished so much, including:

Raised over $25,000,000 to open and operate our facilities.
Been honored as the Number One Boys & Girls Club in
the Country (Out of 3,700 clubs) in 2004!
We hope to continue our partnership and truly wish to expand our
services to meet the growing needs of our thriving city. With our
proposed addition we will have nearly 40,000 square feet of facility
serving up to 450 youth each and everyday.
We know that we make a positive impact, everyday, one child at a time.
To help us make this dream a reality we are asking for the City to help!
We are requesting the following:

Cash contribution of $750,000 for construction costs
Building Permit fees waived (estimated $150,000)
Grant for general operations of $99,999
We know we are asking the council to make a big investment.
However, we are not asking for a handout. We propose to you that we
will match our request fiom the City two to one. In other words, for
every dollar invested by the City, we will double that generosity so that
this important project comes to fruition.

A Campaiqn For The Children Of Carlsbad
Boys & Girls Clubs of Carlsbad is working with community leaders to build a new 18,000
square foot state-of-the-art Central Facility and Headquarters designed to be a fun, safe
and productive place for the youth of Carlsbad.
Community Need
Carlsbad is one of the fastest growing areas in San Diego County. The city’s population
is almost 80,000 today, with some 15,000 children between the ages of 6 and 18, the
ages served by the Boys & Girls Club. City planning experts have anticipated
Carlsbad’s population will almost double by 2010 to an estimated 135,,000 with an
equivalent growth in households with children under the age of 18. Many of these
households are currently headed by single or dual income working parents who are in
need of quality programs and activities for their children during the critical after school
hours.
Growth of Carlsbad Has Outstripped The Current Boys & Girls Club Capacities
The original Club in the Village of Carlsbad (Village Branch), now more than 50 years
old, still functions as the Club’s primary facility and headquarters. A branch facility in La
Costa, added in 1982, is housed in a 1,440 square foot mobile unit. It was originally
intended only for temporary duty and has remained unchanged for more than 22 years.
In 2004, the two Clubs are bursting at the seams.
About The New Facilitv
The New Central Facility and Headquarters will offer a full-service Boys & Girls Club
with a Gymnasium, Game Room, Teen Center, Arts Center, Technology Center,
Learning Center, and Music, Dance, and Aerobics rooms. Educational enrichment,
sports and fitness programs, as well as special teen activities, will also be offered.
Location Of The New Central Facilitv
The new Central Facility will be located on a 1.1 7-acre parcel within a central site in the
master planned Bressi Ranch development. Generously donated by Lennar
Communities and Lehman Brothers, Inc., this parcel is bordered by Palomar Airport
Road to the north and El Camino Real to the west. The Club’s new Central Facility will
literally be located in the geographic center of Carlsbad and in close proximity to other
planned community developments, including over 270 units of “affordable” housing.
The Club’s Abilitv to Serve Manv More Families
The new Boys & Girls Club in Bressi Ranch will supplement the Village Branch and
replace the La Costa Branch, allowing Boys & Girls Clubs of Carlsbad to serve many
more children and their families. The Village Branch currently provides programming for

approximately 150 children per day. The new Club is expected to serve an additional
200 to 250 children each day.
Bovs & Girls Clubs Of Carlsbad's Orqanizational - Capability
Boys & Girls Clubs of Carlsbad operates under the guidance of a Board of Directors
comprised of volunteer business and community leaders who represent the citizens of
Carlsbad. A talented staff of seven full-time and 30 part-time employees, along with 400
dedicated volunteers, operates the 52-year-old organization.
The Communitv Leadership Team
An illustrious group of community leaders have stepped forward to ensure that this
important new Central Facility for the Boys 8t Girls Clubs of Carlsbad becomes a
reality. Greg and Barbi Nelson, longtime Carlsbad leaders, have agreed to chair the
campaign to raise the $5 million necessary to build the facility and start it on the right
financial footing. Mayor Claude "Bud" Lewis is serving as Honorary Chair. The impressive
team the Nelson's have assembled to assist them include: Fred Arbuckle, Liz Carnes,
Patrick Casinelli, Gasper Chifici, Larry Clemens, Dave Kulchin, Kay Matherly, Luke
Matteson, Brian Milich, Jim Morrison, Bruce Pahl, Tom Perlowski, Mike Roston, Ernie
Soczka, Steve Tague, and Phil Urbina.
Carlsbad Club Named No. 1 In The Nation
Boys & Girls Clubs of America presented Boys & Girls Clubs of Carlsbad with the
prestigious National Honor Award for Best Overall Program Excellence in May 2004. Boys &
Girls Clubs across the nation compete for this honor resulting in two award recipients (Clubs
with a budget of $200,000 or greater and those with a budget of less than $200,000). Honor
Awards for Program Excellence are awarded for exceptional and innovative programming
across Boys & Girls Club's five core program areas - character and leadership
development, education and career development, health and life skills, the arts, and sports,
fitness and recreation.

What is the mission of the Boys & Girls Clubs of Carlsbad?
Our mission is to provide experiences that enrich the lives of young people in our
community, thereby inspiring and enabling them to realize their full potential as productive
caring citizens.
Who does the Boys & Girls Clubs of Carlsbad serve?
Club membership is open to any child between the ages of 6-18. The Club’s two facilities
serve almost 1,800 kids each year, providing them a “home away from home” in a safe,
supportive and friendly environment. The Clubs are open every day after school from 2-6pm
and during school holidays and summer vacation. The Club also offers programs exclusively
for teens with extended weekday hours until 8pm. Club membership is only $25 per child
per year, with scholarships available for those who qualify.

What is the Campaign for a New Central Facility and Headquarters?
Under the leadership of co-chairs Barbi and Greg Nelson, Boys & Girls Clubs of Carlsbad
has embarked upon an unprecedented effort to build an 18,000 square foot state-of-the-art
Central Facility and Headquarters in the new Bressi Ranch development.
Why is a new facility needed?
In planning for the future needs of the youth in Carlsbad, it became clear to the Boys & Girls
Clubs’ leadership that a new facility would be needed to meet the rapid growth of the
community. The number of children and their families being served by the Club’s Village and
La Costa branches is increasing each year. There are currently close to 1,800 members,
already resulting in serious overcrowding, and this number is expected to dramatically
increase over the next few years. It is imperative that we plan for the thousands of children
who will need a positive and structured environment during the critical after school hours.
What is the campaign goal?
The goal is to raise $5 million to cover the cost of construction, fees, and furnishings for the
new facility, and to establish an operating reserve and programmatic expansion fund.
What is the project timeline?
Groundbreaking for the new Boys & Girls Club facility is scheduled for spring of 2006.

History
The Boys & Girls Clubs of Carlsbad was known as the Carlsbad Boys Club when it opened its doors
in 1952. The Club functioned mostly as a recreational site where young boys found a safe, fun-filled,
nurturing environment. The Club served as a “home-away-from-home” for many single-parent
working families.
Over the past fifty years, the Club’s original location on Roosevelt Street in the Village of Carlsbad
has been renovated five different times. The most recent renovation, completed in 1999, marked the
most dramatic changes in the Club, with the addition of a dedicated technology center, covered
swimming pool, gymnasium, and teen center. A second facility, housed in a 1,440 square foot
doublewide trailer, was added in 1982 in La Costa to serve the southern sector of the city.
In 1992, the Club officially changed its name to the Boys & Girls Clubs of Carlsbad, following the
lead of the national organization to include females in its daily programming. Today, the Club
emphasizes teaching positive life skills, provides educational enhancement, and a full spectrum of
arts, recreation, and leadership development opportunities while providing 125,000 hours of youth
service annually. In 2004, the Boys & Girls Clubs of Carlsbad was recognized as the #1 Club in the
Nation by Boys & Girls Clubs of America.

Dear Mayor and Council Members,
I have lived in Carlsbad for 54 years. I have established and conducted business in
Carlsbad since 1970. The City of Carlsbad has been very good to my family and me. I
hope I have been a productive citizen for the city.
When my mother moved to Carlsbad in 195 1 , it was a difficult period for me. I did not
have a father. I spent a lot of time with minimal supervision. The Boys Club opened in
1952. I was the 13th charter member. I was at the club fiom 3:30 to 5:OO and then again
fiom 6:OO to 9:OO. It gave me a safe place with supervised activities. There were many
father figures for me including Mr. A1 Black, the first executive director of the club. I
was a high-energy child and if the club had not been there, I am certain that I would have
gotten into more trouble.
The Boys and Girls Club of Carlsbad has a marvelous opportunity to build a new facility
in the Bressi Ranch development. I believe that it is in the best interest of The City of
Carlsbad to help in that endeavor. An investment in that facility is an investment in the
future of Carlsbad. The alumni of the club lists many successful people such as: Greg
Anderson, Charles Skip Russell, Luis Montanez, Greg Nelson, Leo Pacheco and many,
many more. The original club provided a sound basis for the above listed individuals.
How many children could you influence with a substantial donation? The future of the
city is in children that could be helped and molded by such an organization.
I know that the club made a huge difference in my life. Because of that I am asking that
The City of Carlsbad look favorably on The Boys and Girls Club request for assistance.

Over thc last few years, our organization, Grand Pacific Resorts, has supported the
Carlsbad Boys and Girls Club and have seen it to be a first class operation that services
the needs of the youth in our community.
Regretfully, I am unablc to attend tonight's public hearing before you as I was called
away on out of town business. However, had I been able to attend, I can assure you I
would bc at tbis council meeting to speak on behalf of thc Club. I urge you tonight to
support the financial needs requcsted by the Club.
' Many of you haw seen first hand the results of the Boys and Girls Club of Carlsbad.
Since 1952, thc club has served over 50,000 families. To many of thesc single parent
working families, the Club has been a ''home away fkom home".
Carlsbad is rapidly growing and the population now excceds over 80,000; it is cuneutly
estimated that there are over 15,000 children between the ages of 6 and 18. Our City
neck a location such as Brcssi Ranch to help meet the needs of our children and youth.
