This project, which is currently under construction, is located in a portion of El Camino Real that has severely deteriorated pavement. Pavement repairs will be necessary after the water mains have been installed between Palomar Airport Road and Cassia Road. A pavement overlay is scheduled for summer of 2006, and for this reason, it is desired to make the repairs at this time. In order to expedite the repair of El Camino Real, the City’s Inspection Division has received a proposal from Cass Construction to complete the pavement repairs. ENVIRONMENTAL COMPLIANCE: This project is categorically exempt from the environmental review process under Section 15301 Class 1 (C) of the California Environmental Quality Act. FISCAL IMPACT: The total project includes pipeline construction and pavement repairs: The pipeline contract has been awarded and there are sufficient appropriations to complete that portion of the project. The pavement repairs will be constructed through a change order to the existing contract with Cass Construction. Sufficient Gas Tax funds are available for these repairs. WHEREAS, on September 14,2004, the City Council of the City of Carlsbad awarded a contract to Cass Construction for the construction of domestic and recycled water pipelines, Project No. 344613887-H; and WHEREAS, the pavement on El Camino Real from Palomar Airport Road to Cassia Road is in need of repairs; and WHEREAS, it is in the City’s best interest to have the pavement repairs completed in a timely manner by Cass Construction; and WHEREAS, Cass Construction has agreed to perform the pavement repairs as a change order to the existing contract; and WHEREAS, Gas Tax funds are available in the amount of $333,281 for completion of the pavement repairs. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. The City Finance Director is hereby authorized to appropriate $333,281 from the Gas Tax fund for completion of the pavement repairs on El Camino Real. That the City Manager is hereby authorized to approve a construction change order with Cass Construction for the pavement repairs in the amount of $333,281.
