ENG 12 - TITLE: AWARD OF PACKAGE “B” CONSTRUCTION CONTRACT AND APPROPRIATION OF FUNDS FOR THE NORTH BATlQUlTOS LIFT STATION IMPROVEMENTS PROJECT NO. 3809-2 CITY MGRa RECOMMENDED ACTION: Adopt Resolution No. 2005-1 74 accepting bids and awarding Package “B” construction contract and appropriating additional funds for the North Batiquitos Lift Station Improvements, Project No. 3809-2. ITEM EXPLANATION: Backa round: North Batiquitos Lift Station (NBLS) is located on the north shore of Batiquitos Lagoon at 7831 Gabbiano Lane in Carlsbad. It receives wastewater by gravity from the North Batiquitos Interceptor (NBI) sewer and pumps the flow westerly to the Encina Water Pollution Control Facility for treatment, see Exhibit “1”. The lift station has a pumping capacity of approximately 3.2 million gallons per day. The lift station facility also includes an emergency overflow reservoir with two hours retention time capacity and an electrical building with an emergency generator. The hydrogen sulfide levels in the wet well of the lift station are much higher than typical as compared to other lift stations in the City. The high hydrogen sulfide levels can be attributed to the low velocity in the sewer as a result of the relatively flat slope of the pipeline, which is controlled by the topography of the lagoon shoreline. This has created an extremely corrosive environment that has caused significant damage to metallic equipment in the wet well of the lift station. The purpose of the Batiquitos Lift Station Improvement project is to reduce the hydrogen sulfide levels within the wet well and to repair or replace the equipment that has deteriorated or failed. In order to develop a strategy for improving the environment within the wet well, wastewater characterization studies were performed and alternatives developed. All of the alternatives except one required significant capital cost as well as increased operation and maintenance costs. The least costly alternative included the installation of an improved ventilation system and relocation of the exhaust stack within the facility. Prior to selecting this alternative, air quality modeling was performed to assist in determining whether the proposed ventilation improvements would create an odor problem in the vicinity of the lift station. The results of the modeling show that air quality at the lift station site will not be negatively impacted as a result of the improvements and that costly odor control equipment or chemical addition systems will not be necessary. In an effort to expedite some of the needed safety improvements at the lift station, the improvement project was divided into two phases, referred to as Package “A and Package “B”. Package “A included improvements enhancing operational safety and reliability, which staff determined to be most critical. Construction of Package “A improvements were completed in April 2005. Package “B” design of the lift station improvement project includes installation of the new ventilation system and exhaust stack, as well as improvements necessary for operator safety and maintenance. These improvements will provide a means to more safely remove pumps and fittings from the dry well and to provide better access to the wet well for cleaning and equipment removal. The Engineer’s Estimate for the construction of the project was $236,800. Eight (8) bids were received on March 19, 2005, which are summarized on Table 1. TABLE 1 -SUMMARY OF CONSTRUCTION BIDS With a bid of $247,170, staff has determined that Value Engineering is the lowest responsive bidder. All bid documents provided by Value Engineering are in order. Therefore, staff recommends that the City Council award this project contract to Value Engineering. FISCAL IMPACT: The estimated cost to complete Package “A and Package “B”: With the low bid exceeding the Engineer’s Estimate for construction, the total project cost including construction contingencies exceeds total funds appropriated. Staff is requesting appropriation of an additional $40,194 from the Sewer Replacement Fund for the completion of the project. Upon completion of the project, unused contingency funds from Package “A” and “B” will be returned to the Sewer Replacement Fund. Page 3 of Agenda Bill No. 18,148 ENVIRONMENTAL REVIEW: The proposed rehabilitation work is exempt from CEQA California Code of Regulations Section 15301 (d) (“restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment.. . .”). Therefore, the project satisfies the requirements to be determined exempt under Section 15301 (d), and a Notice of Exemption has been filed by the Planning Director. EXHIBITS: I. Location Map. 2. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad, California, as follows: 1. 2. That the City Manager is hereby authorized to approve construction change orders up to $37,076 for Value Engineering, Inc., for the North Batiquitos Lift Station Improvements, Package “B”. 4. That the award of this contract is contingent upon Value Engineering, Inc., executing the required contract and submitting the required bonds and insurance policies, as described in the contract, within twenty (20) calendar days of adoption of this resolution. The City Manager may grant reasonable extensions of time. 5. That the Finance Director is hereby authorized and directed to appropriate an additional $40,194 from the Sewer Replacement Fund to Project No. 3809.
