Changes to Public Works Job Classifications and
Amendment to the Salary Schedule for General Employees e- CITY ATTY. I CITY MGR-
RECOMMENDED ACTION:
That the City Council adopt Resolution No. 2005-175 adding the Maintenance Aide
classification and amenlng existing Construction Inspector 1,II and Storekeeper classifications
and the salary schedule for general employees.
ITEM EXPLANATION:
Maintenance Aide
The Public Works Department is recommending the addition of a Maintenance Aide position.
The classification specification Maintenance Aide is provided in Attachment A. The
Maintenance Aide classification will perform general labor and supplement existing maintenance
staff. The Parks Division has an immediate need for Maintenance Aides to supplement and
maintain the Carlsbad Village and other park areas of Carlsbad and provide additional scheduled
services on weekends. These services are currently filled by part time staff that must be replaced
when they reach 1,000 hours of service, in accordance with regulations established by the
California Public Employers’ Retirement System. The Public Works FY 05/06 budget reflects a
cost neutral model reallocating existing part time staff for full time staff.
Construction Inspector 1,Il
The current level of construction and development activity in Carlsbad remains high particularly
in the area of parks, trails, landscaping and development projects. Public Works has immediate
need for inspection of contract services. Human Resources staff and the Public Works
Department have reviewed the existing Construction Inspector I, 11 classifications and expanded
the responsibilities to accommodate inspection services in the Parks Department. In addition to
the amended responsibilities, staff recommends that the job title Construction I, II classification,
Attachment B, be changed to Public Works Inspector I, II. The Public Works Department will
utilize this position to effectively support park projects and ongoing maintenance projects and
contracts. The Public Works FY 05/06 budget reflects a cost neutral model reallocating existing
part time staff for the Public Works Inspector position.
Storekeeper
The Public Works and Human Resources Departments have amended the existing Storekeeper
classification, Attachment Cy to include responsibilities required in the Public Works warehouse.
Public Works will implement this position in Public Works Administration. The position was
utilized until 1998 at which time, general restructuring took place. Reinstating this position will
create efficiencies and ensure continued and timely services requiring parts and supplies. The
primary duties will be focused on Maintenance and Operations Services. Public Works
Administration currently has a vacant Management Assistant position that can be more
effectively utilized as a Storekeeper. The Public Works Department requests the position be
reclassified to a Storekeeper.

The City has met and consulted with the City of Carlsbad Employees’ Association on the impacts
of these recommendations.
The amended salary schedule for general employees is Attachment D.
FISCAL IMPACT:
The reallocation of part time employees to Maintenance hde and to Public Works Inspection is
cost neutral. The reallocation of the Management Assistant to a Storekeeper classification
creates a savings of approximately $10,000 to $14,000.

REFLECTING THE CHANGES
WHEREAS, it is desirable to establish a Maintenance Aide classification and,
WHEREAS, it is desirable to re-title and amend the Construction Inspector I,II
classification to Public Works Inspector I,II and,
WHEREAS, it is desirable to amend the Storekeeper classification and,
WHEREAS, it is necessary to amend the General Employees Salary Schedule.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:

reflecting the above changes is hereby approved.

CLASS SPECIFICATION
JOB TITLE: MAINTENANCE AIDE
DEPARTMENT: AS ASSIGNED
BASIC FUNCTION:
Under general supervision, perform a variety of general labor in the construction,
maintenance and repair in area of assignment.
DISTINGUISHING CHARACTERISTICS:
Maintenance Aide: This is the entry-level class in the maintenance worker series.
Positions in this class normally perform general labor activities. Under the training
concept, positions assigned as Maintenance Aides will be trained and become competitive
for the Maintenance Worker series.
KEY RESPONSIBILITIES:
Dig trenches; prepare holes for plants, trees, or irrigation installation.
Water, mow, weed, trim, renovate, and fertilize grass.
Rake leaves, clean walks, fields, courts, and other facilities.
Load trimmings on trucks.
Spade and otherwise prepare ground around plants and shrubs, including mixing and
applying fertilizers.
Plant trees, flowers, shrubs and turf.
Pick up rubbish and paper and perform general grounds and restroom cleaning.
Perform routine cleaning of park buildings and recreation buildings in the park area.
Operate basic power equipment and hand tools.
Assist in preparation and maintenance of parks, village planters, walkways, beach access
and recreational facilities.
Expose sprinkler valves, heads and lines.

EXPERIENCE AND EDUCATION:
Any .combination equivalent to experience and education that could likely provide the
required knowledge and abilities is qualifying. A typical way to obtain the knowledge and
abilities would be six months of experience performing duties comparable to those of a
Maintenance Aide.
SPECIAL REOUIREMENT:
Possession of an appropriate California driver's license.
Ability to consistently work weekend schedules.
PHYSICAL REQUIREMENTS:

PHYSICAL REOUIREMENTS AND ENVIRONMENTAL SETTING:
Must possess sufficient strength and stamina to lift, carry and manipulate objects

trenches and with exposure to potentially hazardous conditions. Must be available to
work overtime and respond to emergency calls; work vqng hours, including weekends,

AS ASSIGNED
BASIC FUNCTION:
Under general supervision, to perform routine inspections of public and
private construction projects; or parks, facilities, trails, development and
landscape for compliance with approved engineering, recreation or
planning standards; and to do related work as assigned.
DISTINGUISHING CHARACTERISTICS:
The Public Works Inspector I is the entry level class in the inspection
series. Positions in the class perform the more routine inspections as
incumbents develop inspection techniques, procedures, and record
keeping practices. Advancement to the Public Works Inspector I1 class is
contingent upon acquiring the knowledge and abilities necessary to
perform journey-level inspection effectively.
KEY RESPONSIBILITIES:
Conduct routine inspections of private and public construction projects
and parks facilities, trails development and landscape. Inspect materials
and workmanship to ensure compliance with approved plans and
specifications or maintenance contract, provisions. Inspect conditions
prior to the start of construction, during construction and upon
completion.
Inspect playground equipment installation and repairs.
Check rough and finish grading; installation of sewer, water and storm
drain lines, streets, curbs, gutters, and other appurtenances.
Inspect form and sub grades prior to asphalt paving and concrete
placement.
Inspect and monitor irrigation, lighting and other landscape systems.
Note deficiencies and issue compliance deficiency notices to contractors
requiring modifications to work in progress.

learn and apply new information or skills; perform highly detailed work

Under general supervision, to inspect public and private construction projects; parks,
facilities, trails development and landscape for compliance with approved engineering,
recreation and or planning standards; and to do related work as assigned.
DISTINGUISHING CHARACTERISTICS:
Positions in this class may be filled by advancement fiom the lower grade of Public
Works Inspector I, or when filled fiom the outside, require prior construction inspection
or advanced park or landscape maintenance experience. Work in this class is
distinguished from that of Public Works Tnspector I by the greater complexity of the work
assignments and greater independence with which an incumbent is expected to work.
Incumbents may act as resident inspector on major projects.
KEY RESPONSIBILITIES:
Conduct routine and complex inspections of private and public construction projects,
parks, facilities and trails development and landscape, inspecting materials and
worlananship to ensure compliance with approved plans and specifications or
maintenance contraction provisions, inspect conditions prior to the start of construction or
landscaping, during construction or landscaping, and upon completion.
As assigned, act as lead project inspector and assist in administration of contracts for
consbxction and landscape mahtenance projects; negotiate and submit recommended
change orders; review and prepare pay estimates.

DEPARTMENT: AS ASSIGNED
BASIC FUNCTION:
Under general direction, coordinates and supports operations of stores facility; including
ordering and receiving stores, maintaining inventory and surplus disposal.
f(EY RESPONSIBILITIES:
Generate and maintain operational inventory and distribution.
Conduct inventory and audit procedures to measure utilization, inventory costs and loss
of materials at central warehouse and or alternate sites.
Ensure proper ordering procedures and authorizations are issued prior to issuing of stores.
Track or access purchase orders as needed.
Coordinate central receiving, including delivery and pickup services for stores and
warehouse items and city mail distribution.
Perform manual and clerical warehouse duties such as unpacking material, arranghg
material and assigning stock numbers.
Process stores orders using computer inventory program.
Maintain central stores transaction records, such as requisitions, invoices and charge-
backs.
Take physical inventory, reconcile to database, and order items from suppliers to
maintain appropriate par stock levels.
