RECOMMENDED ACTION:
Adopt Resolution No. 2005-178 authorizing the City Manager or designee to execute, in
the name of the City of Carlsbad, all necessary forms for the purpose of securing payments and to
implement and carry out the purposes specified in Section 14581 (a)(4)(A) of the California
Beverage Container Recycling and Litter Reduction Act and to appropriate the funds to the Solid
Waste Funds.
ITEM EXPLANATION:
Pursuant to Section 1458 (a)(4)(A) of the California Beverage Container Recycling and Litter
Reduction Act, the Department of Conservation is distributing a total of $10.5 million for fiscal year
2005/2006 to eligible cities and counties specifically for beverage container recycling and litter
cleanup activities. Each City is eligible to receive a minimum of $5,000 or an amount calculated by
the State, per capita based, whichever is greater.
The per capita amount calculated by the Department of Conservation is based upon the population,
as of January 1, 2004, in the incorporated areas of a city, as stated in the Annual City/County
Population and Housing Estimate Report submitted to the Governor by the California Department of
Finance. The City of Carlsbad is eligible to receive twenty five thousand four hundred sixteen
dollars ($25,416) for this program for fiscal year 20052006.
Staff is requesting the funds to be used for promotional and advertising programs, educational
programs and the purchase and installation of recycling containers. Staff will be working with Public
Works General Services to determine the locations, types of containers and number for areas throughout the City. The promotional and advertising programs will utilize utility billing insert,
newsletters, print media and brochures to disseminate information to the public on recycling
programs available within the City of Carlsbad. Staff also intends on utilizing the funds to promote
recycling at large City everts such as the Jazz in the Park concerts
The grant application must be submitted to the Department of Conservation by June 30, 2005.
ENVIRONMENTAL REVIEW:
The approval of this grant application is not considered a project under the California Environmental
Quality Act pursuant to Section 15268 of the State CEQA Guidelines and, therefore is not required to go through environmental review.
FISCAL IMPACT:
The City will be allocated twenty five thousand four hundred sixteen dollars ($25,416) for the 2005-
2006 fiscal year to administer the aforementioned programs within the City of Carlsbad. Staff
recommends the appropriation of the Beverage Container Recycling and Litter Reduction Grant
Program funds of twenty five thousand four hundred sixteen dollars ($25,416) from the Solid Waste
Fund to continue the City’s beverage container recyclng and litter reduction activities

Project Description
Funds will be used to purchase and install beverage container- recycling containers for public use in areas throughout the
City. Grant funds will be used to educate the public on the beverage container- recycling program and increase awareness
on the importance of recycling. Increased awareness will be achieved through brochures, posters, utility bill inserts and
advertisements that highlight the beverage container- recycling program as well as other recycling programs the City
currently has in place.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AUTHORIZING STAFF TO EXECUTE
ALL NECESSARY FORMS FOR THE CALIFORNIA BEVERAGE
CONTAINER RECYCLING AND LllTER REDUCTION ACT GRANT PROGRAM AND APPROPRIATION OF FUNDS
WHEREAS, grant funding has been established by the California Beverage Container
Recycling and Litter Reduction Act and is available to cities and counties through the California
Department of Conservation’s Division of Recycling for the administration of the program within
the State; and
WHEREAS, the California Department of Conservation’s Division of Recycling has set up
necessary procedures for cities and counties or their designees under the program’s
administration ; and
WHEREAS, the eligible participant must submit the funding request form by the due date
and time in order to request funds from the Department of Conservation’s Division of Recycling;
and
WHEREAS, the grant of twenty five thousand four hundred sixteen dollars ($25,416) for
fiscal year 2005-2006 from the California Beverage Container Recycling and Litter Reduction Act
Grant Program will be appropriated from the Solid Waste Fund;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
