I CITY A@ CITY MGR~ RECOMMENDED ACTION : Adopt Resolution No. 2005-183 approving the continuation of Council Policy ##61 (Grad Nite Contribution) to maintain the contribution amount of $7,100, which is to be distributed on a proportionate basis to Carlsbad High School, La Costa Canyon High School, San Marcos High School and San Dieguito High School Academy. ITEM EXPLANATION : On January 12, 1999 City Council approved Council Policy #61 , Request for City Contributions- to Grad Nite Activities, appropriating $5,000 to be distributed on an equitable basis to Grad Nite Committees that serve Carlsbad high school seniors. The policy stipulates that the City’s contribution in support of Grad Nite activities be reviewed every three years. In May of 2002, City Council approved that the contribution for Grad Nite be increased to $7,100 based on an increase in the number of Carlsbad resident senior students. (Exhibit 2). Over the past three years the total number of Carlsbad resident seniors has decreased from 812 to 718, which represents an 1 1 % decrease. Therefore, staff recommends that Council Policy #61 not be changed and that the Grad Nite contribution remain at $7,100 or $9.88 per Carlsbad resident senior student. WHEREAS, the Council has thoroughly reviewed the donation amount under Council Policy #61. NOW, THEREFORE, BE IT RESOLVED by the Crty Council of the City of Carlsbad, California, a: follows: 1. That the above recitations are true and correct. 2. That the City Council hereby authorizes the amount under council Policy MI will remain at seven thousand one hundred dollars ($7,100). Supersedes No. General Subject: Grad Nite Cancellation Date Specific Subject: Request for City contributions to Grad Nite Activities Copies to: City Council, City Manager, City Attorney, Department and Division Heads, Employee Bulletin Boards, Press, File PURPOSE To establish a methodology by which the City Council can provide annual support on an equitable basis to Grad Nite Activities for high school seniors who reside in Carlsbad. STATEMENT OF POLICY The Carlsbad City Council has established a methodology of distribution for annual donations of cash and/or in-kind services not to exceed a total value of $7100. The maximum donation will be reviewed every three (3) years by the City Council. Contributions are to be distributed on a proportionate basis to the Grad Nite Activities provided in affiliation with the local high schools which serve Carlsbad seniors. I 1. Each Grad Nite Activity Committee serving Carlsbad seniors must provide the following items by March I&, of each school year to the City Manager‘s ofice: 1. 2. 3. Written request for contribution from authorized representative of Grad Nite Committee. Designate request for cash and/or in-kind services. Describe the in-kind services (i.e. facility rental and/or City Services). Official documentation verified by the School District Superintendent’s Office indicating the number of high school seniors attending each respective high school that reside in Carlsbad. Address to where the contribution should be mailed. 4. The City Manager or designee will determine the donation that each Grad Nite Committee is to receive based upon the total number (and percentage) of Carlsbad residents enrolled as seniors at each respective high school. EXHIBIT 2 The value of in-kind services will be determined by the City according to the stablished City salary schedules and existing Facility Use Fees. Facility and service requests are subject to availability All contributions will be subject to City Council approval prior to distribution. Grad Nite Committees will be notified by letter, once the City Council has approved the contributions. Grad Nite Committees will receive cash donations in the form of a check by mail. I
