ESTABLISH A STOP CONTROL ON
ITG. 7/19/05 STREETS THAT INTERSECT MADISON STREET
RECOMMENDED ACTION:
Introduce Ordinance No. NS-763 to require stops on streets that intersect Madison Street.
ITEM EXPLANATION:
The intersection of Walnut Avenue and Madison Street is located in a residential area in the
northwest quadrant of Carlsbad near the Senior Center and the future Pine Avenue Park. At this
intersection, Walnut Avenue is controlled by yield signs and Madison Street is uncontrolled.
Staff received a citizen request to change the yield signs on Walnut Avenue to stop signs.
Yield signs are used to assign the right-of-way and drivers controlled by a yield sign only need to
stop when necessary to avoid a conflict or interference from an approaching vehicle that is given
the right-of-way. Yield signs are often ignored or misunderstood. Some drivers routinely treat the
yield sign as a stop sign or they ignore the sign altogether. In the vicinity of the subject intersection,
over the years other yield signs have been replaced with stop signs.
Westbound drivers on Walnut Avenue approaching Madison Street have reduced corner sight
distance due to a fence and vegetation of the southeast corner. There have been no reported
collisions at this intersection since May 23, 2001.
The Traffic Safety Commission recommended, by a 4-0 vote at their June 6, 2005 meeting, to
replace the yield signs on Walnut Avenue at Madison Street with stop signs.
At this time, there are additional streets intersecting Madison Street that are currently controlled by
stop signs. Those streets are Chestnut Avenue, Pine Avenue, and Oak Avenue and these three
additional streets are included in the attached ordinance.
ENVIRONMENTAL REVIEW:
The installation of an official traffic control device is a project that is a Class 1 categorical
exemption (minor alteration of existing structure or facility) and is, therefore, exempt from the
environmental review process under the provisions of the California Environmental Quality Act
(CEQA), Section 15301 (c).
FISCAL IMPACT:
The installation of two stop signs, limit lines, and stop legends on Walnut Avenue will cost about
$1,000.

ORDINANCE NO. NS-763
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER
10.28 OF THE CARLSBAD MUNICIPAL CODE TO REQUIRE
STOPS ON STREETS THAT INTERSECT MADISON STREET.
The City Council of the City of Carlsbad, California, hereby ordains as follows:
SECTION 1 : That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended by
the addition of Section 10.28.81 0 to read as follows:
“1 0.28.81 0 Madison Street. Drivers shall stop where the following
described streets intersect Madison Street:
Walnut Avenue
Chestnut Avenue
Pine Avenue
Oak Avenue.”
’ EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption and
the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to be
published at least once in a newspaper of general circulation in the City of Carlsbad within fifteen
(1 5) days after its adoption.
INTRODUCED AND FIRST READ at a regular meeting of said City Council held on the
19 th day of July ,2005, and thereafter,
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the day of ,2005 by the following vote, to wit:
