TITLE: ESTABLISH A STOP CONTROL ON
HIDDEN VALLEY ROAD AT THE
INTERSECTION OF LIGHTHOUSE ROAD

RECOMMENDED ACTION:
Introduce Ordinance No. NS-764 with Lighthouse Road. to require a stop on Hidden Valley Road at its intersection
ITEM EXPLANATION:
Hidden Valley Road at Lighthouse Road is a four-leg intersection serving the local neighborhood and Pacific Rim Elementary School. The school driveway to the westerly portion of the parking lot where there is student pickup is the fourth leg of this intersection. Lighthouse Road is controlled with a stop sign at its intersection with Hidden Valley Road and the school driveway exit has a pavement stop legend. Hidden Valley Road follows a curvilinear alignment in the vicinity of the
intersection. This results in sight distance limitations, especially at congested times when parents drive to school in the morning and when school lets out in the afternoon.
Vehicle and pedestrian conflicts have been observed at this intersection under different circumstances:
0 when school pedestrians cross Hidden Valley Road at Lighthouse Road from the school driveway
when vehicles are turning to and from the school driveway 0
0 when vehicles with parents queue in the northbound bicycle lane to turn into the school driveway
with through traffic on Hidden Valley Road 0
Conflicts can be minimized at this school intersection by the installation of a stop sign in each
direction on Hidden Valley Road.
At their June 4, 2005 meeting, the Traffic Safety Commission recommended by a 3-1 vote, that stop signs be installed on Hidden Valley Road at the Lighthouse Road/school driveway intersection to assign right-of-way.
ENVIRONMENTAL REVIEW:
The installation of an official traffic control device is a project that is a Class 1 categorical exemption (minor alteration of existing structure or facility) and is, therefore, exempt from the environmental review process under the provisions of the California Environmental Quality Act (CEQA), Section 15301 (c).
FISCAL IMPACT:
The installation of two stop signs, stop ahead signs, yellow school crosswalks, and pavement legends will cost about $1,500.

ORDINANCE NO. NS-764
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER
10.28 OF THE CARLSBAD MUNICIPAL CODE TO REQUIRE A
STOP ON HIDDEN VALLEY ROAD AT ITS INTERSECTION
WITH LIGHTHOUSE ROAD.
The City Council of the City of Carlsbad, California, hereby ordains as follows:
SECTION 1 : That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended by
the addition of Section 10.28.820 to read as follows:
“1 0.28.820 Liahthouse Road. Drivers shall stop where the
following described street intersects Lighthouse Road:
Hidden Valley Road.’’
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption and
the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to be
published at least once in a newspaper of general circulation in the City of Carlsbad within fifteen
(1 5) days after its adoption.
INTRODUCED AND FIRST READ at a regular meeting of said City Council held on the
19th day of July , 2005, and thereafter,
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the day of , 2005 by the following vote, to wit:
