PKS 04-03 RECOMMENDED ACTION: Adopt Resolution No. 2005-231 accepting the bid of $1,452,737 and awarding the contract to Western Rim Constructors Inc. to Install a Synthetic Turf Field at Stagecoach Park - Contract No. 39371 Project No. PKS 04-03 and approving appropriation of additional funds. ITEM EXPLANATION: It has become increasingly difficult to effectively maintain the five-acre playing field at Stagecoach Park. The field has suffered chronic, premature deterioration due to year round use from soccer, baseball, and softball games. Because of the high usage, natural grass is increasingly difficult to grow and provide a safe playing surface for the players. Every year, the field is closed to the public for renovations and due to wet conditions caused by weather. These closures last for approximately one month. The City spends close to $25,000 for renovations, which includes seeding, aerification, fertilization and irrigation improvements. Annual maintenance of the field is approximately $75,000, which includes labor, material and equipment costs. In an effort to reduce maintenance cost, minimize weather related closures and provide a safe playable field, the City of Carlsbad has installed a similar field at Poinsettia Park and has received favorable responses from staff and user groups. This project consists of synthetic turf replacement of two full size baseball fields, one full size soccer field and one smaller soccer field. The total area to be covered in synthetic turf measures nearly five acres. On April 5, 2005, City Council approved contract documents and special provisions, and authorized the City Clerk to advertise for bids for this project. Five bids were received, opened, witnessed and recorded on May 12, 2005. The bid amounts ranged from $1,452,737 to $2,322,000. The bids were reviewed by the Public Works Department and were as follows: Western Rim Constructors Inc. $1,452,737 Ohno Construction $1,479,000 Alliance Streetworks Inc. $1,521,599 HTA Eng. and Construction Inc. $1,586,000 Wier Construction Corp. $2,322,000 The Engineer’s estimate for this project was 1,300,000. Western Rim Constructors Inc. submitted the lowest responsive bid. Therefore, staff recommends the contract be awarded to Western Rim Constructors Inc., the lowest responsive bidder, in the amount of $1,452,737. The contractor’s registration and bonds are in order and references are satisfactory. Contract documents are on file in the General Services offices of Public Works. ENVIRONMENTAL REVIEW: This project has been determined to be exempt from environmental review per CEQA (14 Cal Code Reg 51 5301) - minor alteration of an existing facility. FAC/PKS 04-03 WHEREAS, the City Council adopted Resolution No. 2004-352 approving contract documents, special provisions and specifications, and authorized the City Clerk to advertise for bids to install a synthetic turf field at Stagecoach Park, hereinafter referred to as the “Project;” and WHEREAS, bids have been received by the City of Carlsbad, California to install a synthetic turf field at Stagecoach Park; and WHEREAS, the bids were opened, witnessed and recorded on May 12, 2005; and WHEREAS, the lowest responsive bid received was submitted by Western Rim Constructors Inc. in the amount of $1,452,737; and WHEREAS, insufficient funds are available for this project in the Capital Improvement Project; and WHEREAS, additional funds in the amount of $118,000 needs to be appropriated to complete this project. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad as follows: 1. That the above recitations are true and correct. 2. That the Finance Director is authorized to make an additional appropriation in the amount of $1 18,000 from the General Capital Construction Fund to Install a synthetic turf field at Stagecoach Park. 3. That the Mayor of the City of Carlsbad is hereby authorized and directed to execute a contract for Contract No. FAC 04-03 Project No. 39371 to install a synthetic turf field at Stagecoach Park with Western Rim Constructors Inc. 5. That the award of this contract is contingent upon Western Rim Constructors Inc. executing the required contract and submitting the required bonds and insurance policies, as described in the contract, within twenty (20) days of adoption of this resolution. The City Manager may grant reasonable extensions of time. Installation begins with removal of the natural grass and the site will be leveled. A perimeter curb is installed and a geotechnical cloth membrane is placed on the sub-grade. A series of high density polyethylene drains are installed in the field and at the perimeter. A base course of ¾ inch crushed aggregate drain rock is installed. A finish course of aggregate and sand is installed. The synthetic turf is installed. Application of Adhesive to the Seams Granulated Rubber is installed into the turf system. The field is tested to insure compliance with safety requirements. Maintenance CostsThe annual maintenance cost of the existing grass field is approximately $75,000, which includes labor, material, and equipment.Replacement of the natural grass will reduce maintenance costs by approximately $50,000 and will provide a field that is usable year round.
