RECOMMENDED ACTION:
Receive presentation from Michael Hedrick, a citizen of Carlsbad.
ITEM EXPLANATION:
The City Council provides an opportunity for citizens and organizations to have an item
placed on a City Council Agenda by submitting a letter to the City Manager. Attached is a
letter (Exhibit I) from Michael Hedrick, a citizen of Carlsbad, requesting the opportunity to
make a presentation to the City Council regarding a pedestrian crossing at Chestnut
Avenue over the rail corridor.
There is no Council action required at this time.

Re: Chestnut Avenue Pedestrian Crossing: Request for Agenda Item
Dear Mr. Patchett,
On behalf of residents and property owners in the Carlsbad Barrio and Village
area, I respectfully request time during a Carlsbad City Council meeting to discuss in
detail the value and feasibility of a pedestrian crossing at Chestnut Avenue and the
railroad tracks. The idea of a pedestrian crossing at this location holds a wide degree of
support within our community and would invaluable in:
Providing beach access to Barrio residents
Providing access to the future Northwest Quadrant (Pine) Park, Coastal Rail Trail,
and downtown Carlsbad for those in the Village west of the tracks
Reducing traffic and increasing safety in front of Jefferson Elementary School
(Jefferson St. currently is the only outlet for the Barrio to the South)
Reducing traffic on Carlsbad Village Dr., Tamarack, and Carlsbad Blvd.
Reducing parking congestion along on our Village beaches and on our downtown
streets
Allowing a safe crossing for our children who attend Carlsbad High, Valley
Middle, and Jefferson Elementary Schools that live west of the tracks
We feel that a pedestrian crossing is in best interest of Carlsbad as a whole and
would contribute to the accomplishment of the City Council’s 2004-2005 Strategic Goals
as well as the Five-Year Vision Statement with respect to “Providing and supporting a
safe and eflcient transportation system that moves people, services and goods
throughout Carlsbad.” I am confident that the Mayor and the City Council understand
the importance of pedestrian transportation to achieving this objective. Your
consideration is greatly appreciated. Thank you.
