RECOMMENDED ACTION:
DEPT. HD. TITLE: ACCEPTING THE PROPOSAL FROM THE - CARLSBAD LIBRARY FOUNDATION TO CONDUCT A CAPITAL CAMPAIGN TO RAISE FUNDS IN SUPPORT OF
THE CONSTRUCTION AND EQUIPPING OF THE
PROPOSED LIBRARY LEARNING CENTER.

Adopt Resolution No. 2005233 accepting the proposal from The
Carlsbad Library Foundation to conduct a capital campaign to raise funds in support of the
construction and equipping of the proposed Carlsbad Library Learning Center.
ITEM EXPLANATION:
At a Special Meeting of the City Council on February 16, 2005, the City Council reviewed a
letter from Jim Comstock, President of The Carlsbad Library Foundation, stating that the
Foundation plans to launch a capital campaign to raise funds to support the Carlsbad
Library Learning Center project. The City Council agreed that this could be a workable
approach and directed that the proposal be brought back to the City Council at a regular
City Council meeting.
The Carlsbad Library Foundation has hired a consultant to assist with the development and
execution of the proposed capital campaign in support of the Learning Center.
The Carlsbad Library Learning Center project was included in the 2005-06 CIP Budget,
which the City Council approved on June 21,2005.
FISCAL IMPACT:
The Library Foundation's goal is to raise $1.5 million dollars in support of the Library
Learning Center. These funds will be used to reimburse the City for part of the cost of
building and equipping the Library Learning Center. The funding sources for the project are
outlined in Exhibit 3.
EXHIBITS:
1. Resolution No. 2005-233 accepting the proposal from the Carlsbad
Library Foundation to conduct a capital campaign to raise funds in support of the
construction and equipping of the proposed Carlsbad Library Learning Center.
2. Copy of the letter from The Carlsbad Library Foundation to the Mayor and City Council

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING THE PROPOSAL FROM
THE CARLSBAD LIBRARY FOUNDATION TO CONDUCT A
CAPITAL CAMPAIGN TO RAISE FUNDS IN SUPPORT OF THE
CONSTRUCTION AND EQUIPPING OF THE PROPOSED

WHEREAS, The Carlsbad Library Learning Center project was included in the
FY2005-06 CIP Budget approved by the City Council on June 21,2005, and;
WHEREAS, The Carlsbad Library Foundation has hired a consultant to assist with
the development and execution of a capital campaign in support of the Carlsbad Library
Learning Center, and;
funds will be used to reimburse the City for part of the cost of building and equipping the
Library Learning Center, and;
Foundation to raise funds in support of the Library Learning Center and to donate those
funds to the City for part of the project costs.
WHEREAS, The Library Foundation's goal is to raise $1.5 million dollars and these

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council accepts this offer on behalf of all citizens of Carlsbad.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the City Council of
the City of Carlsbad, California, held on the 26th dayof JULY ,
2005, by the following vote, to wit:

Dear Mayor and City Council:
The Carlsbad Library Foundation at its annual retreat in December 2004
unanimously agreed to launch a capital campaign to raise the funds for the Carlsbad
City Library Learning Center project.
The Foundation's Strategic Planning Committee is currently putting together the
elements of the campaign to include the following steps:
Developing partnerships with area businesses
Building relationships with potential individual sponsors
Preparing a marketing campaign including media support
Creating a path to a successfu1 launch of a capital campaign
Plans are to Iaunch the campaign later this year and we realize that it may take two
plus years to raise the entire amount needed for the project. It is our understanding
that before the City can advertise for bids for the construction, the funds must be in
place. Therefore, as the current President of the Foundation and with the full
support of the Board, I am requesting the City Council consider appropriating the
funds for the project to go forward, with the understanding that the Carlsbad
Library Foundation will reimburse the City with the donations received throtigh the
capital campaign.
I would welcome the opportunity to discuss the matter further, and we look forward
to building a lasting partnership that can be a future model.
