TITLE: AUTHORIZATION TO ADVERTISE
FOR BIDS FOR A TRAFFIC SIGNAL AT
PASEO DEL NORTE AND CAR COUNTRY DRIVE
PROJECT NO. 3935-1
RECOMMENDED ACTION:
Adopt Resolution No. 2005-236 approving plans and specifications and authorizing
the City Clerk to advertise for bids for the construction of the traffic signal at Paseo Del Norte and
Car Country Drive, Project No. 3935-1.
ITEM EXPLANATION:
The City of Carlsbad Traffic Signal Evaluation Policy is prepared bi-annually. This policy is used to
identify and evaluate future traffic signal locations in the city and is based on the State of California
Department of Transportation criteria known as the Caltrans Traffic Signal Warrants. Paseo Del
Norte and Car Country Drive was ranked #I on the Traffic Signal Qualification List of the 2004
Traffic Signal Evaluation Policy that was approved by the City Council on March 5, 2002. The
intersection met Caltrans Traffic Signal Warrants #I, #2, #5, #8, #9 and #ll. This project was
approved in the 2004/2005 Capital Improvement Program for design and construction, and funding
for this project is available in the Gas Tax fund. Plans and specifications to construct the traffic
signal at this location have been completed.
ENVIRONMENTAL REVIEW:
This project is a Class 1 categorical exemption (minor alteration of existing structure or facilities) and
is, therefore, exempt from the environmental review process under provisions of the California
Environmental Quality Act (CEQA), Section 15301(c). A Notice of Exemption has been issued by
the Planning Director.
FISCAL IMPACT:
The funds needed to complete the project are $204,103. The project cost breakdown is as follows:
Because there is no electrical service point in close proximity to the proposed traffic signal, SDG&E is requiring the installation of a new transformer to serve this proposed traffic signal. This will add
approximately $8500 to the cost of this project, which has been reflected in the Engineer's Estimate
above. There are sufficient funds appropriated in the Gas Tax fund to complete this traffic signal
project.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO
ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF THE
PASEO DEL NORTE AND CAR COUNTRY DRIVE TRAFFIC
SIGNAL, PROJECT NO. 3935-1.
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
necessary, desirable, and in the public interest to construct a traffic signal at the intersection of
Paseo Del Norte and Car Country Drive; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
equipment, transportation, and other expenses necessary or incidental of said project have been
prepared and are on file in the Engineering Department of the City of Carlsbad and are
incorporated by reference herein; and
WHEREAS, said project was included in the 2004/2005 Capital Improvement Program;
and
WHEREAS, the Gas Tax fund includes sufficient funds to construct this project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:

That the plans, specifications and contract documents on file in the Engineering
Department of the City of Carlsbad are hereby approved.

3. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish,
in accordance with State law, a Notice to Contractors Inviting Bids for the construction of the
Paseo Del Node and Car Country Drive traffic signal, Project No. 3935-1, in accordance with the
plans, specifications and contract documents referred to herein.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the 2nd day of AUGUST , 2005 by the following vote, to wit:
