That the City Council ADOPT City Council Resolution No. 2005.252 , APPOINTING citizens to be members of the Open Space Citizen's Committee and DIRECTING staff to return to Council with a report on the role, work product, duration and budget for this Committee that would be established by subsequent resolution. ITEM EXPLANATION: On several previous occasions, the City Council has discussed the creation of an Open Space Citizens Committee. The context for these discussions related primarily to the passage of the Proposition C which listed open space acquisition as one of the projects that the citizens authorized the City to fund. The creation of the committee was put on hold by the Council until the city's Habitat Management Plan (HMP) was approved by state and federal wildlife agencies. Now that the HMP has all its approvals and the city is in the process of fully implementing the Plan, the City Council may want to create and make appointments to the Committee. The City Council needs to discuss the role, work product and duration of the Committee. Should the Committee's role be to prioritize the use of available funds available under Proposition C for additional open space acquisition? Or, should the role be expanded to look at other open space matters such as oversight of HMP implementation? The duration of the Committee and its budget would depend on its role and requested work product. After the Council discusses these items, staff should be directed to return with a report for Council approval setting out the specifics of the Committee's role, duties, requested work products (e.g. a report and recommendation to the City Council) and operational budget. At that time, the Council can formally establish the Committee. ENVIRONMENTAL: This action does not constitute a project under the California Environmental Quality Act and no environmental review is required. FISCAL IMPACT: Staff will return with a proposed budget for the operation of the committee based on its role and work project. Staff time to support the operations of the committee would be the only other fiscal impact. EX H I B ITS : -_ - .- 1.
