AND APPROPRIATION OF FUNDS

RECOMMENDED ACTION:
City Council Adopt Resolution No. 2005253 accepting a grant from the California Arts
Council for $3,840 and authorizing the Finance Director to appropriate said funds.
ITEM EXPLANATION:
The YEA! Program (Youth Education in the Arts), is a new grant program of the California Arts Council,
aimed at providing grants to arts organizations who offer arts activities to K-12 youth and children.
The YEA! program continues the California Arts Council’s commitment of engaging young people
in the arts through sequential, hands-on arts activities by supporting ongoing arts education
programs at schools and community sites.
Staff submitted a proposal related to the City’s Three-Part-Art outreach program that is designed to
introduce Carlsbad’s third and fourth-graders to the experience of interacting with and learning
from original works of art within a museum setting.
The California Arts Council reviewed 270 applications based on: 1) quality of programs and services
for youth (K-12); 2) soundness of program design, and 3) impact of the program on participants.
The Arts Office’s proposal received a 3+ rating (out of a possible 4) and the City was awarded $3,840.
The award will be used to offset costs for art supplies for the Three-Part-Art program.
FISCAL IMPACT:
The City is required to provide a dollar-for-dollar cash match. This match may come from private
contributions, local or federal grants, or other sources. The Arts Office will use funds budgeted
in its Arts Education General Fund account as the match.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ACCEPTING A GRANT FROM THE CALIFORNIA ARTS
COUNCIL IN THE AMOUNT OF $3,840 AND AUTHORIZING THE
FINANCE DIRECTOR TO APPROPRIATE SAID FUNDS.
WHEREAS, the California Arts Council’s grant program, the YEA! Program (Youth
Education in Arts), is aimed at providing grants to arts organizations who offer arts activities to
K-12 youth and children; and
WHEREAS, the City’s Three-Part-Art outreach program is eligible to receive such a
grant and staff submitted a proposal to the California Arts Council for funding; and
WHEREAS, the California Arts Council reviewed 270 applications and awarded the Cit
of Carlsbad a grant in the amount of $3,840 that will offset costs for art supplies for the
Three-Part-Art program; and
WHEREAS, the California Arts Council requires all grant recipients to provide
a dollar-for-dollar cash match; and

WHEREAS, the Arts Office will use funds budgeted in its Arts Education General
fund account as the match.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, as
follows:
1. That the above recitations are true and correct.
2. That the grant of $3,840 from the California Arts Council is hereby accepted and the
Finance Director is authorized to appropriate said funds.
PASSED, APPROVED AND ADOPTED, at a regular meeting of the City Council
of the City of Carlsbad, California, held on the 16thday of AUGUST ,2005, by the
following vote, to wit:
