TITLE: ACCEPTANCE OF THE FIRST INSTALLMENT OF
THE GRANT IN THE AMOUNT OF $10,000 FROM THE
CALIFORNIA LIBRARY LITERACY SERVICE,
APPROPRIATING THE FUNDS AND ALLOCATING THE
ACCRUED INTEREST FROM PREVIOUS GRANTS TO THE
ADULT LEARNING PROGRAM’S GENERAL FUND
ACCOUNT.

ITEM EXPLANATION:
0 From 1984 until 1989 the Carlsbad City Library adult literacy program was funded
with grant money from the state.
0 In 1989, when those funds were no longer available, the City’s General Fund picked
up the support of the program.
0 In 1990, when the California Library Literacy Service was created, the library became
eligible for additional matching grant funds.
0 We have applied for and received the matching grant funds each year for the past
fifteen years.
0 For fiscal year 2005-06, the State Library will follow a similar procedure as last year
in determining how this matching grant program will be funded. The funding formula
will provide a basic grant of $10,000 to each eligible literacy program. Subsequently,
if additional funds remain, a second grant amount will be distributed to each eligible
literacy program.
FISCAL IMPACT:
The Carlsbad City Library meets the eligibility requirements for receiving State matching
funds. These matching funds are awarded by the State to extend or enhance existing
literacy services. Grant funds will be used to purchase instructional resources, books,
software, equipment, outreach materials, and supplies to support the annual tutorAearner
recognition event.
The total State grant amount for 2004-2005 was $27,934. The new funding formula will
provide a basic grant of $10,000, and if there are any remaining funds, an additional grant
amount will be awarded. The amount of the second grant is unknown.
EXHIBITS:
1. Resolution No. 2005254 accepting a grant from the California State
Library Literacy Service, appropriating the funds and allocating the interest from the
previous grants to the Adult Learning Programs general fund account.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING A GRANT FROM THE
CALIFORNIA LIBRARY LITERACY SERVICE, APPROPRIATING
THE FUNDS AND ALLOCATING THE ACCRUED INTEREST FROM
PREVIOUS GRANTS TO THE ADULT LEARNING PROGRAM’S
GENERAL FUND ACCOUNT
WHEREAS, the Carlsbad City Library Adult Learning Program provides training to meet the literacy
needs of adults; and
WHEREAS, the Carlsbad City Library Adult Learning Program supports the goals of the City Council
and the objectives of the Library; and
WHEREAS, the California State Library is providing additional support for the Library Adult Learning
Program with grant funds in the amount of $1 0,000.00;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows :
1. That the above recitations are true and correct.
2. That state funds in the amount of $10,000.00 are hereby appropriated to the Library 2005-2006
Literacy Grant Account.
3. That accrued interest from previous grants is hereby appropriated to The Adult Learning
Program’s General Fund Account.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Carlsbad, California, at a
regular meeting held on the 16th day of AUGUST , 2005, by the following vote, to wit:

Dear Mr. Lange:
I am pleased to inform you that your application has been approved and that your California Library
Literacy Services program will receive baseline amount for the 2005/06 fiscal year to support the
following approved CLLS program component:
0 Adult Literacy Service - $10,000
This is the first “installment” of your total allocation for the 2005/06 fiscal year, and you may claim this
amount immediately by signing and mailing the attached claim form to the State Library’s budget office.
As you know, this is the third year of implementation of our CLLS funding formula. The three parts of
the funding formula reflect our CLLS mission and values:
A baseline amount for each of your approved CLLS program components that reflects the
importance of each library having enough funds to provide a minimum level of local literacy
staffing and services.
0 Aper capita amount per adult learner served in thz previoils ye=, that reflects the fzct that Adult
Literacy Services are the heart of our service, and are the basis for all other literacy services.
0 A match on local funds raised and expended for adult literacy services-reflecting a commitment
to a continuing StateLocal partnership, and to providing an incentive for increased local support
for adult literacy.
The second “installment” which is the remainder of your 2005/06 award will be determined by applying
the other two parts of the formula - match and per capita - which will be determined once final reports on
the 2004/05 fiscal year are submitted to the State Library by the August 15,2005 deadline.
PLEASE NOTE: Libraries not submitting the final reports by September 15 at the latest, will be
eligible to receive baseline amounts ONLY, and no match or per capita dollars. The reason for this
is that we must make the final calculations based on the total match and per capita for all programs
statewide. We will not hold up hnding for all programs because one or two programs report late.

Carlsbad City Library
We will initiate the payment process upon receipt of your signed Claim Form (attached). You should
receive a check for the above amount within six weeks of submitting your claim form. All of these funds
must be expended or encumbered by June 30,2006.
You will be asked to report electronically twice this fiscal year-once in January, and again after the close
of the fiscal year. My staff will provide more details on this process.
