CM TERRORISM DISASTER PREPAREDNESS FEDERAL RECOMMENDED ACTION: DEPT. HD. CITY ATTY. CITY MGR @ City Council adopt Resolution No. 2005-258 accepting Federal grant funds through the Urban Area Security Initiative Grant Program (UASI) for domestic disaster preparedness for incidents of terrorism involving Weapons of Mass Destruction. Grant Name ITEM EXPLANATION: Grant Purpose Amount Allocated To The United States Department of Justice (DOJ), Office of Justice Programs (OJP) and the Office of Domestic Preparedness (ODP) provide federal grant funds which are administered to states through the State Domestic Preparedness Grant Program for the purchase of specialized equipment and training to enhance the capability of state and local agencies to respond to incidents of terrorism involving the use of Weapons of Mass Destruction (WMD). For the federal grant funds associated with the UASl Grant Program, the City of San Diego Office of Homeland Security is the designated “Metropolitan Urban Area” for the San Diego Operational Area, and as such, is the entity that applies for, receives and locally administers federal UASl grant funds. The Unified Disaster Council is the governing body and determined the local distribution formula for UASl grant funds, which is also based upon the percentage of “first responders” in each jurisdiction within the Metropolitan Urban Area. FY 2003 UASI Grant (Part II) FY 2003 UASI Grant (Part 11) Total No matching funds are required for the Urban Area Security Initiative Grant. The Federal grant funds allocated to the City of Carlsbad are noted in the following table: Carlsbad Discretionary Equipment !§ 98,115 Personal Protective Equipment $ 54,080 $1 52,195 Attached as Exhibit No. 2 is the Grant Fund Distribution List for the FY 2003 UASl Grant (Part II) designated for Personal Protective Equipment (PPE) and Discretionary Equipment. The City of Carlsbad Police and Fire Departments jointly review the list of UASI grant-fund qualified PPE and WMD-related equipment, determine the needs of each department, determine the needs of other City Departments relative to a WMD response and allocate the funds for purchases based upon identified department and City-wide needs. Equipment is then purchased and paid for by the City. Paid purchase invoices for UASI-related purchases are then sent to the City of San Diego Office of Homeland Security for full reimbursement to the City. In the FY 2003 UASI Grant (Part II), the PPE-allocated funds will be used to purchase WMD-related protective equipment for both the Police and Fire Departments and the funds allocated for discretionary purposes will be used to purchase electronics and equipment to upgrade the City’s Emergency Operations Center (EOC) and purchase other WMD-related equipment. PAGE 2 OF AGENDA BILL NO. 18245 FISCAL IMPACT: All UASI grant-related purchases are 100% reimbursable. The Police and Fire Departments request that the City Council appropriate from the General Fund the total of FY 2003 UASI (Part II) Grant funds, in the amount of $152,195, to Disaster Preparedness. Upon completion of the UASl grant-related purchases, the General Fund will be reimbursed by grant reimbursements. It is anticipated that all expenditures and reimbursements associated with the FY 2003 UASl (Part II) Grant will be completed before the close of FY 2 00 5/06. EXHIBITS: 1. Resolution No. 2005-258 2. The total amount of the grants are $152,195, and WHEREAS, the Federal grant funds for UASI require no matching funds, and all grant- related purchases are 100% reimbursable, the City shall incur no costs. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the Finance Director is authorized to appropriate $1 52,195 from the General Fund to Disaster Preparedness for FY 2003 (Part 11) UASI Grant-related purchases. Upon completion of the UASI grant-related purchases, the General Fund will be reimbursed by grant reimbursements.
