FIR AB# 18,247 1 TITLE: APPLICATION FOR SAN DIEGO SERVICE AUTHORITY FOR FREEWAY EMERGENCIES (SAFE) MOTORIST AID PROJECTS GRANT (PHASE II) BY THE CARLSBAD FIRE DEPARTMENT FOR VEHICLE EXTRICATION AND RESCUE EQUIPMENT CITY MGR 3& RECOMMENDED ACTION: City Council adopt Resolution No. 2005-260 authorizing the Carlsbad Fire Department to apply for the San Diego Service Authority For Freeway Emergencies (SAFE) Motorist Aid Projects Grant (Phase II) for Fire Department Emergency Operations vehicle extrication and rescue equipment. ITEM EXPLANATION: The San Diego Service Authority For Freeway Emergencies (SAFE) has announced Phase II of their Motorist Aid Project Grant for FY 2005-06. SAFE’s Motorist Aid Projects Grant provides funding for projects that improve rescue response to motorist aid incidents and/or reduce the impact of wildfires on highway traffic. Phase II of SAFE’s Motorist Aid Projects Grant (Phase II) is funded at $122,000. The Grant is available to all fire agencies in the San Diego region and individual fire agency requests can be for any amount up to $25,000. The Carlsbad Fire Department Grant request is for $25,000. The grant funds will be used to purchase an Amkus vehicle extrication and rescue tool, commonly known as the “Jaws of Life,” including the support generator, spreaders, cutters, rams, hose reel and extensions. The total cost of the Amkus and support equipment is approximately $26,500. The Fire Department has funds available to cover the additional $1,500, over and above the grant amount of $25,000, for the purchase of this equipment. The Fire Department currently has two (2) Jaws of Life, each staged on different apparatus. One (1) unit is over 11 years old and the other unit is over 22 years old. This is a critical piece of equipment for extricating potentially injured victims from vehicles involved in traffic accidents. As evidenced by the 33 years of combined service of the two (2) Amkus currently utilized by the Fire Department, this is critical equipment that will serve motorists in need of this type of vehicle rescue extrication for many years in the future. FISCAL IMPACT: All SAFE’s Motorist Aid Projects Grant awards are one-time funds. There is no matching fund requirement. If awarded, the SAFE Motorist Aid Grant funds will be appropriated to the Fire Department Emergency Operations Technical Rescue Program. EXHlB ITS : 1. That the above recitations are true and correct. 2. That staff is authorized to apply for the San Diego Service Authority For Freeway Emergencies (SAFE) Motorist Aid Projects Grant (Phase 1I) for fire vehicle extrication and rescue equipment.
