PWIGS TITLE: AUTHORIZATION TO ADVERTISE FOR BIDS TO REPLACE THE HVAC SYSTEM AT GEORGINA COLE LIBRARY, CONTRACT NO. FAC 05-01, CITY Any. PROJECT NO. 39421 CITY MGR. RECOMMENDED ACTION: Adopt Resolution No. 2005-262 approving contract documents, special provisions and specifications, and authorizing the City Clerk to advertise for bids to replace the HVAC system at the Georgina Cole Library, Contract No. FAC 05-01, Project No. 39421. ITEM EXPLANATION: It has become increasingly difficult to effectively maintain the thirty-five year old heating, air conditioning, and ventilation system at the Georgina Cole Library. The system is obsolete, inefficient, difficult to access, and prone to repeated mechanical breakdown. This system was installed in the 1960’s when the library was built. Industry standard for replacement of this type of system is approximately twenty years. The current system has its major components located in an inaccessible mezzanine inside the library. Removal of this equipment will require demolition and replacement of structural elements of the library, including the main entrance. Due to the nature of the work and concerns for public safety, it will require that the library be closed to the public for a period of time between thirty and forty-five days. General Services has worked with the library staff to provide a temporary library facility consisting of a modular building located in the lower parking lot to serve library patrons during this closure period. The major HVAC components will be replaced with modern, reliable energy efficient components. The major mechanical equipment will be relocated from the mezzanine to an expanded equipment pad located on the south side of the library where the cooling tower is located. Staff has worked with the San Diego Regional Energy Office to obtain rebates for equipment replacement totaling over $23,000. Annual energy savings are estimated to be $22,000. As it is in the best interest of the public to re-open the library as soon as possible, waiver of normal working hours and working days to include extended working hours, weekend, and holiday work is requested. A structured performance incentive and disincentive is included in the contract not-to-exceed $50,000 for early document submittal and timely construction completion. The Engineer’s Estimate for the project is $800,000, not including incentives and disincentives. Contract documents and plans are on file in the Public Works/General Services office. This project will address the Council Goal as described below. “Ensure the effective and efficient delivery of top-quality services to our community.” ENVIRONMENTAL REVIEW: This project has been determined to be exempt from environmental review per CEQA (14 Cal Code Reg §I 5301) - minor alteration of an existing facility. Sufficient Infrastructure Replacement Funds have been appropriated in the City's CIP Program budget to complete this project. EXHIBITS: 1. WHEREAS, the contract documents, special provisions and specifications for the 'urnishing of all labor, material, and equipment necessary to replace the HVAC system at 3eorgina Cole Library, Contract No. FAC 05-01 , Project No. 39421, have been prepared and are In file in the Public Works I General Services office and are incorporated by reference herein; and WHEREAS, sufficient funds are available for this project in the Capital Improvement Project wdget. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, =alifornia, as follows: 1. That the above recitations are true and correct. 2. That the contract documents, special provisions and specifications on file in the 'ublic Works / General Services office are hereby approved. 3. That the City Clerk is authorized to advertise for bids to replace the HVAC system at 3eorgina Cole Library, Contract No. FAC 05-01, Project No. 39421.
