REQUEST TO MAKE AN EMERGENCY DONATION TO THE
VICTIMS OF HURRICANE KATRINA ON BEHALF OF THE
CITIZENS OF CARLSBAD

RECOMMENDED ACTION:
Authorize and appropriate an emergency donation of $50,000 to assist the victims of
Hurricane Katrina on behalf of the Citizens of the City of Carlsbad.
ITEM EXPLANATION:
Hurricane Katrina represents one of the worst natural disasters in the history of the United
States. Displacing hundreds of thousands of people and overwhelming local and state
resources, Hurricane Katrina has proven to be a truly destructive and deadly force that the
nation is now struggling to recuperate from. Due to the extraordinary circumstances that
this storm presents, and in an effort to assist in this recovery, the Mayor and Council of the
City of Carlsbad propose to make an emergency donation to the victims of that storm on
behalf of the Citizens of Carlsbad.
It is proposed to make two donations, both in the amounts of twenty-five thousand dollars
($25,000) to the Red Cross and the Salvation Army, on the condition that these funds be
used for the benefit of the victims of Hurricane Katrina. Furthermore, the Mayor and
Council call to action the Citizens and businesses of Carlsbad to assist in this aid effort in
whatever fashion possible.
FISCAL IMPACT:
The fiscal impact of this item is $50,000, to be appropriated from the City Council’s
Contingency Fund.
EXHIBITS:
1. Resolution No.bmS-3’Sauthorizing and appropriating $50,000 ($25,000 to the Red
Cross and $25,000 to the Salvation Army) to aid the victims of Hurricane Katrina, on
behalf of the Citizens of Carlsbad.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AUTHORIZING AND
APPROPRIATING AN EMERGENCY DONATION OF $50,000
ON BEHALF OF THE CITIZENS OF CARLSBAD TO AID THE
VICTIMS OF HURRICANE KATRINA
WHEREAS, Hurricane Katrina was one of the worst natural disasters in the history of the
United States, and
WHEREAS, Hurricane Katrina has overwhelmed local and state resources in Louisiana
and Mississippi, and
WHEREAS, the City Council of the City of Carlsbad desires to provide assistance to the
victims of Hurricane Katrina, and
WHEREAS, the amount of this assistance is to be a sum total of Fifty Thousand dollars
($50,000), in two equal and separate payments to the Red Cross and the Salvation Army, and
WHEREAS, the City Council of the City of Carlsbad see this assistance as necessary
and appropriate and serving a public purpose which is consistent with the meaning as defined in
the Constitution of the State of California, Article XVI, Section 6, and
WHEREAS, the City Council call to action the residents and businesses of the City to aid
in this recovery effort where possible,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct
2. That the devastation of Hurricane Katrina poses a significant health and safety risk to
the affected areas
3. That emergency assistance is required to aid in the recovery of this disaster
4. That the City Council of the City of Carlsbad believes this assistance serves a public
purpose and is consistent with the Constitution of the State of California

5. The City Council of the City of Carlsbad, authorize and appropriate from the City of
Carlsbad’s General Fund Contingencies Fifty Thousand dollars ($50,000), to be
distributed equally between the Red Cross and the Salvation Army to assist the
victims of Hurricane Katrina
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the
City of Carlsbad on the 6th day of SEPTEMBER ,2005, by the following vote:
AYES: Council Members Lewis, Kulchin, Packard, Sigafoose
NOES: None
ABSENT: Council Member Hall
