ENG CITY OF CARLSBAD -AGENDA BILL TITLE: AWARD OF CONTRACT FOR NORTH BATIQUITOS INTERCEPTOR, REACH 6 (SEA CLIFF SEWER) ACCESS HOLE REPLACEMENTS, CONTRACT NO. 9001-1 CITY MG* RECOMMENDED ACTION: Adopt Resolution No. 2005-285 accepting bids and awarding construction contract for the North Batiquitos Interceptor, Reach 6 (Sea Cliff Sewer) Access Hole Replacements, Contract No. 9001 -1. ITEM EXPLANATION: The North Batiquitos Interceptor Sewer, constructed during the mid 1970s, extends westerly from El Camino Real along the north shore of Batiquitos Lagoon then northerly, first paralleling and then crossing Interstate 5 south of Poinsettia Lane. On the west side of Interstate 5, the interceptor sewer continues in a northerly direction generally paralleling the railroad right-of-way north to its termination at the Encina Water Pollution Control Facility. Reach 6, referred to as Sea Cliff Sewer, includes approximately 1,800 lineal feet of 18-inch diameter pipeline with six (6) access holes. Sea Cliff Sewer parallels the eastern right-of-way boundary of Interstate 5 south of Poinsettia Lane, as shown on Exhibit “1 .” Sea Cliff Sewer was recently inspected finding six (6) concrete access holes severely deteriorated as a result of sulfuric acid attack. Sulfuric acid is highly corrosive and occurs naturally as a result of bacterial activity in wastewater collection systems. The pipeline, constructed of chemically inert vitrified clay, was found to be in good condition through CCTV video inspection. This project includes the removal and replacement of the six (6) deteriorated access holes. To extend their useful life, the replacement access holes will be lined with PVC, which will protect the concrete structures from the corrosive effects of sulfuric acid. Award of Contract: On May 3, 2005, through the adoption of Resolution No. 2005-138, City Council approved plans and authorized the advertisement for bids for North Batiquitos Interceptor, Reach 6 (Sea Cliff Sewer) Access Hole Replacement. Two (2) bids were received on August 31, 2005, which are summarized on Table 1. With a bid of $233,000, staff has determined that Orion Construction Corporation is the lowest responsive bidder. All bid documents provided by Orion Construction Corporation are in order. Therefore, staff recommends that the City Council award this project contract to Orion Construction Corporation. FISCAL IMPACT: t Page 2 of Agenda Bill No. 18,282 ENVIRONMENTAL REVIEW: The proposed project is exempt from CEQA California Code of Regulations Section 15301 (d) ("restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment...."). WHEREAS, the City Council of the City of Carlsbad, California, has determined it necessary, desirable, and in the public interest to replace six (6) existing access holes in North Batiquitos Interceptor, Reach 6 (Sea Cliff Sewer); and WHEREAS, the project is exempt from the California Environmental Quality Act pursuant to CEQA Section 15301 (d); and WHEREAS, a Notice of Exemption has been filed by the Planning Director in compliance with Section 21 152b of the Public Resources Code (California Environmental Quality Act); and WHEREAS, on May 3, 2005, through the adoption of Resolution No. 2005-138, the City Council approved plans and specifications for the North Batiquitos Interceptor, Reach 6 (Sea Cliff Sewer) Access Hole Replacements; and WHEREAS, two (2) sealed bids were received on August 31, 2005 for the project; and WHEREAS, staff has determined Orion Construction Corporation, submitted the lowest responsive and responsible bid of $233,000 for the project; and WHEREAS, sufficient funds are available in the City’s Sewer Operations Fund; and NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad, California, as follows: 1. 2. That the above recitations are true and correct. That the bid of $233,000 submitted by Orion Construction Corporation, for the North Batiquitos Interceptor, Reach 6 (Sea Cliff Sewer) Access Hole Replacements is accepted and the Mayor is hereby authorized to execute a contract therefore. 3. That the City Manager is hereby authorized to approve construction change orders up to $34,950 for Orion Construction Corporation, for the North Batiquitos Interceptor, Reach 6 (Sea Cliff Sewer) Access Hole Replacements”. That the award of this contract is contingent upon Orion Construction Corporation, sxecuting the required contract and submitting the required bonds and insurance policies, 3s described in the contract, within twenty (20) calendar days of adoption of this resolution. The City Manager may grant reasonable extensions of time.
