FIN CITY DEpTHD&- AlTY CITY MG TITLE: COMMUNITY ACTIVITY GRANTS PROGRAM 2005-06 FUNDING RECOMMENDATION RECOMMENDED ACTION: Adopt Resolution No. 2005-303 accepting the recommendation of the Community Activity Grant Citizen Review Committee and allocating funds to the organizations identified. ITEM EXPLANATION: Under the guidelines established in Council Policy #51, attached as Exhibit 1, a seven- member Citizen Review Committee was appointed by the City Council to review the 2005-06 Community Activity Grant applications and make recommendations to Council. These guidelines specify that a review panel be made up of one representative from each quadrant of the City, one Senior Commission member, one Library Board member, and one Parks and Recreation Commission member. The grant applications were due to the Finance Department by September 1, 2005. A total of 8 grant applications were received with funding requests totaling approximately $52,000. The Citizen Review Committee met three times during the month of September. They reviewed the applications, interviewed the top applicants, and evaluated the grant requests based on level of enrichment, experience and background, and scope of project. As a result of their review and evaluation, a total of $27,980 in funding is being recommended for five of the requests. The table in Exhibit 2 summarizes the grant requests and the Citizen Review Committee’s recommendations for funding. FISCAL IMPACT: The 2005-06 operating budget contains an appropriation of $30,000 for Community Activity Grants. No further appropriations are required. EXHIBITS: 1. Council Policy #51 2. This has included the allocation of funds to agencies that provide various enrichment programs to Carlsbad residents and visitors. During the 2003-04 budget process, the City Council directed a council subcommittee to evaluate the current process and recommend changes to facilitate that process. The following policy outlines those changes. The City Council has, in the past, chosen to fund community PURPOSE: To establish the process for distributing funds for community activities. POLICY: 1. It is the policy of the City of Carlsbad to allocate funds for community activities. 2. Organizations funded under this policy may receive grants for no more than 3 years. 3. The review panel will consider the provision of matching funds from other sources in evaluation of the applications. 4. Special Event Grants a. These grants provide city funding for Special Events in the city of citywide interest. b. These grants can be requested any time of the year. c. The requests will be funded from Council’s contingency account. d. The application process will consist of the following: i. Special event application ii. Special Event Grant supplemental application iii. Approval of special event by special events iv. Allocation of funding by the City Council committee 5. Winning Teams Grants a. These grants provide funding to youth teams to offset the cost of travel expenses to national championship competitions. These grants can be requested any time of the year. The requests will be funded from Council’s contingency account. i. The participants are all 18 years of age or under. ii. The group or team is an organized non-profit corporation or agency. iii. The request for funding must be made prior to the date of the event. iv. At least 90% of the participants in the team or group are residents of Carlsbad. This policy may be amended as necessary. 3 Summary of 2005-06 Community Activity Grant Requests Exhibit 2 Grant Recommended Applicant Program Description Request Funding 1 Fern Street Circus Fern Street Circus at Artsplash 2006 $ 3,250 Fern Street Circus develops a unique show each year combining professional circus artists with advanced student from our free year-round after school circus skills program. Grant request is to fund 1/2 of the cost of bringing the neighborhood tour to Artsplash 2006. 0 2 Optimist Club Special OlvmDics Food and Whale Watching 5,000 5,000 The Optimist club of Carlsbad is a volunteer service organization engaged in benefiting the youth of society. Grant request is to assist in funding two of their programs: Food for the Special Olympics North County games, and Whale Watching trip for Carlsbad 6th graders. 3 Classic Youth Theatre Classic Youth Theatre Classic Youth Theatre was founded in Carlsbad in 2005 to provide a classic theatrical experience for the enrichment of North County youth at no cost to the participating production team. Grant request is to help fund the costs of 4 productions to be held during the next year. 10,000 4 California Surf Sundav Surf Music Concert Series 6,480 Museum Building on a successful August 2005 Surf Sounds concerts held in the fountain courtyard at the Neiman's Shopping Center on Sunday afternoons, the California Surf Museum is requesting a grant to do that again in August 2006 as well as expand their history of surfing in Carlsbad exhibits. 5 Carlsbad Historical Travelina Trunk Historv Show 2,500 Society Grant request is for funding to put together a "traveling trunk history show" to be taken to all of the 3rd grade classrooms in the City of Carlsbad. It will cover the periods from 20,000 BC to 1896. Included will be posters of pictures, timelines, and other real objects/artifacts to be displayed and discussed with the students. 6 Tim Wrisley Carlsbad Maaazine Carlsbad Magazine is a 1 00-page, four-color, glossy magazine that celebrates the interesting people, places, and things in Carlsbad.
