TITLE: APPROVAL OF PLANS AND SPECIFICATIONS
AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE
CONSTRUCTION OF THE CARLSBAD BOULEVARD BRIDGE
AND APPROPRIATION OF FUNDS
SEISMIC RETROFIT, PROJECT NO. 3557-1,

RECOMMENDED ACTION:
Adopt Resolution No. 2005-307 approving plans and specifications and authorizing the City Clerk to advertise for bids for the Carlsbad Boulevard Bridge Seismic Retrofit, Project No. 3557-1, and appropriation of funds.
ITEM EXPLANATION:
The Carlsbad Boulevard Bridge Seismic Retrofit project will retrofit the existing bridge over the North County Transit District (NCTD) railroad lines just south of the intersection of
Carlsbad Boulevard and State Street. The bridge was constructed in 1925 and then it was widened in 1936. As part of its ongoing programs, the California Department of Transportation (Caltrans)
identified the need for this bridge to undergo a seismic retrofit.
In conjunction with input from Caltrans and NCTD, the City of Carlsbad has prepared construction documents for the retrofit of the bridge consistent with the ongoing use of the railroad corridor.
Prior to constructing improvements that impact highway-railway crossings, the City must obtain authorization from the California Public Utilities Commission under General Order 88-B. The City applied for and received authorization from the California Public Utilities Commission on
September 1, 2004. In August of 2005, Caltrans issued the Authorization to Proceed with Construction and Construction Engineering which, in essence, authorizes the City of Carlsbad to proceed with the construction phase of the project beginning with the solicitation of construction
bids.
ENVIRONMENTAL REVIEW:
Caltrans and FHWA have approved the NEPA Categorical Exemption/Exclusion for seismic retrofit
projects. It has been determined by Caltrans that this approval is applicable to the subject project
and therefore the subject project is Categorically Exempt.
FISCAL IMPACT:
The following table summarizes the costs and funding for the project.

The total estimated cost of the project is $1.5 million. To date, $1.1 million has been appropriated
from the TransNet Local Fund. Staff is requesting an additional appropriation of $419,000 for the
TransNet Local Fund to complete the project. There are sufficient funds available for this
appropriation from the interest earnings and reallocations from other TransNet Local projects.
Approved federal and state grants totaling $1,054,248 will be used to reimburse the TransNet Local
Funds appropriated to the project.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO
ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF THE
CARLSBAD BOULEVARD BRIDGE SEISMIC RETROFIT,
PROJECT NO. 3557-1, AND APPROPRIATION OF FUNDS.
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
necessary, desirable, and in the public interest to construct a seismic retrofit of the Carlsbad
Boulevard Bridge just south of the intersection with State Street; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
equipment, transportation, and other expenses necessary or incidental to the Carlsbad Boulevard
Bridge Retrofit, Project No. 3557-1, have been prepared and are on file in the Public Works-
Engineering Department of the City of Carlsbad and are incorporated herein by reference; and
WHEREAS, additional TransNet Local Funds need to be appropriated in order to construct
the retrofit; and
WHEREAS, there are sufficient TransNet Local Funds available for the additional
appropriation.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:

That the above recitations are true and correct.
That the plans, specifications, and contract documents for the Carlsbad Boulevard
Bridge Retrofit, Project No. 3557-1, on file in the Public Works-Engineering Department of the
Sity of Carlsbad are hereby approved.
3. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish,
n accordance with State law, a Notice to Contractors Inviting Bids for the construction of the
Sarlsbad Boulevard Bridge Retrofit, Project No. 3557-1, in accordance with the plans,
specifications, and contract documents referred to herein.

4. That the Finance Director is hereby authorized to appropriate an additional
$41 9,000 in TransNet Local Funds for Project No. 3557-1.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the 18th day of October ,2005 by the following vote, to wit:
