TITLE: REVISE AND DELETE VARIOUS POLICE
DEPARTMENT CLASSIFICATIONS AND AMEND POLICE
DEPARTMENT SALARY SCHEDULES
DEPT.HD. %,
CITY ATTY.
CITY MGRa
RECOMMENDED ACTION:
Adopt Resolution No. 2005-346 to revise the Community Service Officer classification series, Lead
Communications Operator, Police Sergeant, Senior Police Officer and amend Police Department
salary schedules.
ITEM EXPLANATION:
COMMUNITY SERVICE OFFICER SERIES
The Police Department was tasked during FY 2004-05 to look at a number of different efficiency
measures. One of the efficiency measures involves a recommendation to compress the Community
Service Officer series from three to two levels and to eliminate the job classification of Community
Services Officer 111. (This change will align the Community Service Officer classifications with the
other non-sworn divisions in the Police Department, which are the Communication Operator and
Police Records job families.) Staff proposes that the series be comprised of an entry level position,
Community Service Officer I, which will automatically promote to the Community Service Officer I1
level after successful completion of a one year probationary period. The Community Service Officer
I1 position will perform in a generalist capacity. Specialized and static assignments, such as lagoon
patrol, currently assigned to the Community Services I11 position will be reassigned or eliminated
wherever appropriate. The Community Service Officer I/II classification specification is listed as
Attachment A. The proposed changes involve the reclassification of four Community Service Officer
I11 positions to Community Service Officer I1 and the promotion of one Community Service Officer I
position at the conclusion of the probationary period.
The recommended classification changes will afford the department greater flexibility in staffing and
enhance productivity, particularly during emergencies, investigations and traffic accidents which
require immediate response from the department. During periods of high work load the department
will utilize Community Service Officers for overtime or on call support. Rotation of assignments and
cross-training will provide the department with the ability to respond to major traffic scenes with less
costly personnel capable of supporting sworn officers by performing routine activities. Human
Resources concurs with the Police Department recommendation to revise the Community Service
Officer classification series. Staff has met and conferred with Carlsbad Police Officers Association
on these issues who are in agreement with the changes.
ADDITIONAL CLASSIFICATION TITLE AND SPECIFICATION CHANGES . Lead Communication Operator . Senior Police Officer . Police Sergeant . Police Officer
The Department also recommended revisions to other classification specification language in order to
I
reflect Carlsbad Police Department current practices. The department recommends that the
classification title and specifications for Lead Communication Operator, Attachment B, be amended
to Communications Supervisor and that the salary remain at Range 24. The single incumbent
Communication Supervisor classification at salary range 37 is no longer staffed and the department
has recommended that it be deleted. The department also recommends that the classification title and
specification for Senior Police Officer, Attachment C, be changed to Corporal and maintain the
existing salary range. Additional classification specification changes have also been recommended
for the Police Sergeant classification, Attachment D, and Police Officer, Attachment E with no
change in salary range. Staff has met and conferred with the Carlsbad Police Officers Association
regarding the recommendations.
FISCAL IMPACT:
The immediate cost to compress the Community Service Officer series is approximately $9,000 per
year. The costs reflect elevating the Community Service Officer I1 salary grade from 17 to 19, the
current designation for the Community Service Officer 111 and promoting one existing Community
Service Officer I to a Community Service Officer I1 when she successfully passes the probationary
period. The expenses may be offset by savings in Police Officers overtime. There is no cost to
revising the other classification specifications. The Police Department has adequate funds in their
budget to address the costs indicated.
