Recreation CITY OF CARLSBAD - AGENDA BILL - TITLE: ALGA NORTE COMMUNITY PARK AND AQUATICS COMPLEX DESIGN CLARIFICATIONS AND COST RECOVERY GOAL. CITYATTY t& CITY MGZ' RECOMMENDED ACTION: ADOPT RESOLUTION NO. 2005352 providing further direction regarding design for the proposed Alga Norte Community Park and Aquatics Complex Project, including the establishment of a cost recovery goal for the Aquatics Complex. ITEM EXPLANATION: On June 21,2005, City Council adopted the Capital Improvement Program Budget for fiscal year 2005 - 2006. During review of the proposed CIP budget for the upcoming fiscal year, the City Council discussed the proposed Alga Norte Community Park and Aquatics Complex Project. (Exhibit 2) In adopting fiscal year 05-06 CIP Budget, the City Council approved the project, however, deferring the "moving river" component of the Aquatics Complex to the future. On September 21, 2005, a City Council Study Session was held. Included on the agenda was a discussion of Alga Norte Community Park with emphasis on the Aquatics Complex. The study session created an opportunity for staff to provide and receive further information on the proposed Aquatics Complex (Exhibit 3) and other related topics that had surfaced during the project's design phase. After the study session, the City Council expressed their desire to have the entire project on a future agenda so the Council could further discuss and reconsider the project in light of the information received at the study session. The following is a summary of the discussion topics. Aquatics Complex: Staff presented in detail the following three (3) options for constructing all or part of the Aquatics Complex. Within each of these options, staff outlined construction costs, cost recovery, and net costs to the City. I : Build the entire complex as one project as outlined in the approved park Master Plan; 2: Defer the "moving river" component to the future; 3: Defer all recreation components within the Aquatics Complex to the future. Location of SkateDark: Another issue discussed was the proposed location of the skatepark within the approved park Master Plan. City Council members have expressed concerns for safety, security, ability to monitor activities, proximity to the Aquatics Complex, and other issues of concern. After the study session, staff discussed these issues in detail with the City's consultants working on the project. Our combined recommendation, based on all of these concerns, is to leave the skatepark in the current location as proposed in the approved park Master Plan. Universal Plav EauiDment: During the design process, a group of citizens requested the inclusion of universal playground equipment within the playground. This play equipment would allow full access for those using wheelchairs and for individuals with other disabilities. Staff and consultants request direction whether to include this in the project's design. I Page 2 of 3 Agenda Bill No. 18 3 b 2 Alternative Enerw Sources: Though the current design includes some limited use of solar heating, staff has evaluated the opportunities for expanding sofar technologies as well as other alternative energy sources. The most feasible options appear to be additional solar heating panels and inclusion of a micro-turbine cogeneration system in the design. An Alternative Energy Source study, based upon the current design is underway. At the completion of this study, staff will bring forward the study’s analysis for the City Council’s review. Communitv Park and Aquatics Complex Parkinca: The City has established parking standards for park and recreation facilities that have been developed over time. Alga Norte Community Park is designed according to a detailed analysis of the average daily parking needs of the entire facility. These standards have been developed in conjunction with the City’s consultants, the Planning Department and the Recreation Department. The analysis indicates the need to provide a total of 532 onsite spaces. The proposed parking layout includes 546 spaces. Parking is an issue that will be addressed by the Planning Commission during review of the project‘s Conditional Use Permit. There is concern for adequate parking at this site. As with all parks in Carlsbad, the Recreation Department does not schedule simultaneous multiple major events at a park. Programming of community events at the park will follow our current business practice of having a balance between scheduling current programs, small events and large special events. The City’s “Special Event“ policy outlines requirements and strategies for public access, including alternative off-site parking, for those major events, which come under this policy. Examples would be the City sponsored “Jazz in the Park” series as well as a private association’s sponsorship of a major event such as a Little League “Opening Day“ or multi-team water polo, soccer, or softball tournaments. FISCAL IMPACT: Based upon the current 2005-06 CIP budget, the estimated costs for the construction of the approved park Master Plan is $30.5 million in today’s dollars. The park portion of this project is estimated to cost $1 2.6 million and the Aquatics Complex is estimated to cost $1 7.9 million. All construction costs are based on the most recent cost analysis and deferring any aquatic feature or park component will result in increased costs. Costs associated with deferring construction will be affected by inflation, redesign, demolition and repair to the existing project. The building of the Aquatics Complex, while deferring the moving river 5 years, will not only affect the costs, but also the benefits associated with this project. When reviewing the Aquatics Complex, three options were presented to Council: Option 1 : The cost to build the entire Aquatics Complex as designed in the approved park Master Plan is $1 7.9 million. Option 2: The construction cost of the Aquatics Complex without the moving river is $16 million. Option 3: The construction cost of the Aquatics Complex without the entire Recreation Component is $1 3.7 million. Scheduling between rentals, City programs and open swim, as well as the fees associated with these activities can be established by Council, based on their goal of cost recovery. Attendance estimates will vary based on the type of aquatic features that are included in the Aquatics Complex. Conservative Estimate: $800,000 $1,000,000 Net Operating Cost Net Operating Cost Optimistic Estimate: $300,000 $700,000 The cost recovery percentage range, net operating costs (on-going expenses) and attendance estimates for the Aquatics Complex: $600,000 $400,000 Conservative Estimate Cost Optimistic Estimate Cost Staff recommends that City Council indicate its cost recovery expectations based on the Option it selects. Universal Plav Equipment: The estimated cost for the standard play equipment is $1 10,000. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council directs staff to process the necessary and appropriate permits for the implementation of Alternative No.1 for the aquatics complex. The location of the proposed dog park in the southeastern quadrant and the proposed skateboard park in the northeastern quadrant are acceptable. The design should include hardscape materials to reduce or discourage skateboard use outside of the proposed skateboard park. The designs shall indude universal play equipment and staff is directed to include them in the proposed budget and in the permit application for a conditional use permit. 3. That the City Council establishes a goal of 70% cost recovery for the aquatics complex with the understanding that this goal may need to be reviewed in the future in light of operations and usage. I am unable to attend tonight's city council meeting to ask you again to make the playground at Alga Norte universally accessible. I am the mother of a four year old little girl with Rett Syndrome. While you may not know what this disability is, I can tell you that the inability to move well is part of it. I want her to be out in the community. I want the community to see her in her special needs stroller. When I talked to your staff almost two years ago about this, I was told that the Parks & Recreation Department underserves the special needs community here in Carlsbad. Here is a chance to serve them well. For the same amount of money that the art project for the golf course costs, you could make Alga Norte a park for ALL people of Carlsbad. Your staff informed me of the design change costs. I hope that you spend the extra $1 50,000 it will take to make the changes to the initial park design. It would mean a great deal to me and especially to my daughter. Thank you so much for your consideration in this very important matter.
