RECOMMENDED ACTION:
Adopt Resolution No. 2005-355 accepting the second installment of the grant for
2005/06 in the amount of $22,462 from the California Library Literacy Services and appropriating the
funds to the Library Literacy grant fund.
ITEM EXPLANATION:
From 1984 until 1989 the Carlsbad City Library adult literacy program was funded with grant
money from the State.
In 1989, when those funds were no longer available, the City's General fund picked up the
support of the program.
In 1990, when the California Library Literacy Services was created, the library became eligible
for additional matching grant funds.
We have applied for and received the matching grant funds each year for the past fifteen
years.
For fiscal year 2005-06, the State Library will follow a similar procedure as last year in
determining how this matching grant program will be funded. The funding formula will provide
a basic grant of $1 0,000 to each eligible literacy program. Subsequently, if additional funds
remain, a second grant amount is distributed to each eligible literacy program.
FISCAL IMPACT:
The Carlsbad City Library meets the eligibility requirements for receiving State matching funds.
These matching funds are awarded by the State to extend or enhance existing literacy services.
Grant funds will be used to purchase instructional resources, books, outreach materials, technology,
program enhancements, and supplies to support the annual tutodlearner recognition event.
The total State grant amount for 2004-2005 was $27,934. This second installment brings the total
2005/06 grant to $32,462. The Library is requesting Council to accept the second installment of this
grant and appropriate $22,462 to the Library Literacy grant fund.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING THE SECOND
INSTALLMENT OF THE 2005/06 GRANT FROM THE
CALIFORNIA LIBRARY LITERACY SERVICES AND
APPROPRIATING THE FUNDS
WHEREAS, the Carlsbad City Library Adult Learning Program provides training to meet
the literacy needs of adults; and
WHEREAS, the Carlsbad City Library Adult Learning Program supports the goals of the
City Council and the objectives of the Library; and
WHEREAS, the California State Library is providing additional support for the Library Adult
Learning Program with the second installment of the 2005/06 grant funds bringing the total for the
fiscal year to $32,462.00.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That second installment of state funds in the amount of $22,462 are hereby
appropriated to the Library 2005-2006 Literacy Grant Account.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Carlsbad,
California, at a regular meeting held on the 13th day of December , 2005, by the following
vote, to wit:

Literacy Services fbnding as determined by the application of our funding formula.

As you know, this is the third year of implementation of the new CLLS funding formula. In essence, the
formula has moved from being one dimensional-a state match on locally generated dollars for adult
literacy-to a three-part funding formula which more accurately reflects the CLLS mission and values.
Another exciting benefit of this new process is that we are able to distribute funds earlier in the fiscal year
than ever before.
This second "installment" of your total allocation for the 2005/06 fiscal year is $22,462, and is based on:
Aper capita amount per adult learner served in 2004/05 that reflects the fact that Adult Literacy
Services are the heart of our service, and are the basis for all other literacy services.
A match on local funds raised and expended for adult literacy services in 2004/05 - reflecting a
commitment to a continuing State/Local partnership, and to providing an incentive for increased
local support for adult literacy.
Earlier this year you received baseline amounts for the 2005106 fiscal year for your CLLS approved
program components. These baselines reflect the importance of each library having enough funds to
provide at least a minimum level of local literacy staffing and service.
Below is a re-cap of your total CLLS hding for the 2005/06 program year:
Baselines:
0 Adult Literacy Service - $10,000
Subtotal baselines: $10,000 (amount previously claimed)
Second Installment:
(Per Capita & Match) $22,462 (amount to be claimed now)

As you know, our total CLLS funding was reduced by 5% in the state budget for this fiscal year.
Additional changes in your funding from last year, are based on one of the three parts of the funding
formula:
(1) Baselines - a change in the CLLS program components you are offering
(2) Per Capita - an increase or decrease in the number of adult learners you served
(3) Match - an increase or decrease in the amount of local hnds expended OP. adult literacy
We wish to acknowledge the amount of work on the part of local staff that went into “cleaning up” data
that was reported in the revised online reporting system. Thank you especially to all of you who diligently
complied with our more clearly defined distinction between adult literacy and ESL students.
We will initiate the payment process upon receipt of your signed Claim Form (attached). This ‘kecond
installment” will be processed after all reporting requirements from the prior fiscal year have been
received and all adjustments made and unexpended monies returned. All of these funds must be
expended or encumbered by June 30,2006.

Please revise your literacy budget for 2005/06 utilizing the actual total allotment from the State Library as
outlined in this award letter. Forms are enclosed but if you wish to receive these budget forms
electronically, please e-mail your request to Cindy Tackett at ctackett@libraw.ca. gov. You’ll notice that,
again in the interest of streamlining what we request of you, that we have eliminated the old “Budget
Detail” form, in favor of using the budget form you currently complete in our online reporting system
linked to a “Staff Commitment” chart you are familiar with. In addition, we’re asking you to just update
the Proposed Revenue form you submitted with your application in May based on what you know now. ’
As before, please be sure that the Column Totals and the Grand Totals match on both pages.
