Recreation TITLE : APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO BID LEO CARRILLO RANCH HISTORIC PARK EROSION REPAIRS AND DRAINAGE IMPROVEMENTS RECOMMENDED ACTION : Adopt Resolution No. 2005-374 , approving the plans and specifications, and authorizing the advertisement of bids for Erosion Repairs and Site Drainage Improvements at Leo Carrillo Ranch Historic Park, City Project Number 4501 1. ITEM EXPLANATION : In August 2003 Leo Carrillo Ranch Historic Park was opened to the public after completing the park's restoration, which included a variety of improvements and amenities. During the construction of the park, there were two types of decomposed granite (d.g.) paving installed at the park, stabilized and non- stabilized. Stabilized d.g. consists of the regular material mixed with a binder creating a more stable and less erosive surface for walks, trails and parking areas. Due to budgetary issues for the Phase II construction, stabilized d.g. was used in only the most critical areas (steeper areas and more highly used areas such as the large visitor parking lot). In 2004 and again during the storm events of 2005, staff recognized a problem at the Ranch related to the continual erosion of non stabilized d.g. surfacing. As can be seen in the attached photos, (Exhibit 2) any significant rain causes the non stabilized d.g. to erode and to wash into the storm drains. The erosion also creates public safety hazards resulting in roping off areas of the park for public access and requires the Public Works Department to buy and install new d.g. to fill in the ruts each time a significant storm event occurs . Areas where stabilized d.g. has been installed, seem to be holding up much better during storm events and with the visitor wear and tear associated with normal park use. Proiect Description To address the continual erosion problems, staff and GVP Consultants, a local Civil Engineering firm, prepared a design for a more permanent solution to this problem. The proposed erosion repairs and improvements will include the following: - - - - - Supplemental stabilized d.g. to re-establish grades for positive drainage Minor grading to redirect water to minimize erosion An additional catch basin to collect run-off Installation of a cobble swale to direct water away from the existing historic buildings Applications of stabilizer solutions to stabilize previously installed non stabilized d.g. areas The project plans and specifications are available for review at the Recreation Department. If Council approves authorization for the bidding for the project, it is estimated that work for the erosion repairs and improvements would begin in April. The work will require approximately one (1) month for completion. Pre Construction Expenditures to Date (design, environmental, etc.) Construction Contract Estimate Construction Contingency (approx. 15%) TOTAL PROJECT COST Existina ADDroDriation in 2005-06 CIP On going maintenance costs should be reduced for the decomposed granite surfaced trails and parking areas once the proposed improvements are completed. WHEREAS, the City Council of the City of Carlsbad, California, has previously appropriated funds in the 2005-2006 Capital Improvement Program for the erosion repairs and site drainage improvements at Leo Carrillo Historic Ranch Historic Park, hereafter referred to as the "Project"; and WHEREAS, the plans and specifications for the Project are complete and ready for advertisement of construction bids and are on file in the Recreation Department of the City of Carlsbad; and WHEREAS, the City Council of the City of Carlsbad hereby finds it necessary, desirable, and in the public interest to provide the improvements for site drainage; and WHEREAS, adequate funds are available in the FY 2005-2006 Capital Improvement Program for the project in the amount of $180,000. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the plans and specifications for the Project on file at the office of the Recreation Department of the City of Carlsbad are hereby approved for the Erosion Repairs and Drainage Improvements at Leo Carrillo Ranch Historic Park, City Project No. 4501 1, and the City Clerk is authorized and directed to advertise for bids for the Project, in accordance with State law.
