TITLE: APPROVAL OF PLANS AND SPECIFICATIONS
AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR
CONSTRUCTION OF THE EL CAMINO/FARADAY AVENUE

ORION STREET TRAFFIC SIGNAL, AND FARADAY AVENUE/

RECOMMENDED ACTION:
Adopt Resolution No. 2005-375 approving plans and specifications and authorizing
the City Clerk to advertise for bids for the construction of the El Camino ReallFaraday Avenue
Intersection Improvements, Faraday Avenue/Orion Street Traffic Signal, and Faraday
Avenue/Priestly Drive Traffic Signal, Project Nos. 36071, 3621 1, and 63041 and appropriation of
funds.
ITEM EXPLANATION:
The subject project consists of the construction of new traffic signals at the Faraday Avenue/
Orion Street and Faraday Avenue/Priestly Drive intersections, as well as intersection widening
and signal improvements at El Camino Real and Faraday Avenue. These improvements will
accommodate the traffic volumes and patterns that will occur as a result of the extension of
Faraday Avenue from Orion Street to the easterly city limit which is currently being constructed by
the developer of the Carlsbad Oaks North project.
When the extension of Faraday Avenue is opened for traffic, one or more Caltrans Traffic Signal Warrants will be met at the intersection of Faraday Avenue and Orion Street, and a traffic signal will
be necessary. The design of the traffic signal improvements have been coordinated with the
construction plans for Faraday Avenue to the east of Orion Street.
The modification of the El Camino ReaVFaraday Avenue intersection consists of widening along
El Camino Real and Faraday Avenue 'to accommodate an additional travel lane along the
westbound, eastbound, and southbound approaches to the intersection. The roadway widening will
result in a new right-turn only lane along westbound Faraday Avenue, a new right-turn only lane
along southbound El Camino Real, and a new thru lane along eastbound Faraday Avenue.
In addition to the roadway widening, the traffic signal will be reconfigured to match the new
intersection geometrics. To accommodate the construction of the improvements of the right-turn
lane along southbound El Camino Real, the City must acquire public road and public utility
easements from the property owners. Staff has been working with the property owners and is in the
process of obtaining the signed grant deeds for the remaining easements. Staff is obtaining a
right of entry from the property owners on the east side of El Camino Real to facilitate some
relatively minor reconstruction of driveway and utility features associated with their properties.
Prior to awarding the construction contract for the project, staff will submit an agenda bill for the
acquisition of the necessary easements.
As part of the City's ongoing Traffic Signal Evaluation process, it has been determined that the
Faraday Avenue/Priestly Drive intersection meets five separate Caltrans Traffic Signal Warrants
and, as a result, a traffic signal is necessary to assign right-of-way. In addition to assigning
right-of-way along Faraday Avenue and Priestly Drive to the south, the signal will facilitate a private
driveway to the north that is aligned with Priestly Drive. All of the traffic signal improvements at this
location will be located within the existing street right-of-way.
ENVIRONMENTAL REVIEW:
Staff has determined that this project will not have a significant environmental effect. Accordingly,
this project is exempt from the environmental review process under Section 15061(b)(3) of the
California Environmental Quality Act (CEQA). This section states that CEQA applies only to projects
which have the potential for causing a significant effect on the environment. This project will have no
significant effect because it involves only negligible expansion of existing facilities and impacts no
sensitive plant or animal life.

The estimated project cost increases can be attributed to the inclusion of the signal interconnect
system, increased materials costs for items such as signal poles, concrete and asphalt and the cost
to acquire the necessary right-of-way easements in the current market. Staff is recommending that
an additional $290,000 be appropriated from the Traffic Impact Fee (TIF) fund to fully fund the
improvements included in the project.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO
ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF THE
EL CAMINO REAL/FARADAY AVENUE INTERSECTION
IMPROVEMENTS, FARADAY AVENUE/ORION STREET
TRAFFIC SIGNAL AND FARADAY AVENUE/PRIESTLY DRIVE
TRAFFIC SIGNAL, PROJECT NOS. 36071, 36211, AND 63041,
AND APPROPRIATION OF FUNDS
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
necessary, desirable, and in the public interest to construct intersection and traffic signal
improvements at the El Camino ReaVFaraday Avenue intersection and traffic signal improvements
at the Faraday Avenue/Orion Street, and Faraday Avenue/Priestly Drive intersections; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
equipment, transportation, and other expenses necessary or incidental to the El Camino
ReaVFaraday Avenue Intersection Improvements, Faraday Avenuelorion Street Traffic Signal,
and Faraday Avenue/Priestly Drive Traffic Signal Project, Project Nos. 36071, 3621 1, and 63041,
have been prepared and are on file in the Public Works-Engineering Department of the City of
Carlsbad and are incorporated herein by reference; and
WHEREAS, additional Traffic Impact Fee funds need to be appropriated in order to
construct the ECRlFaraday Avenue Intersection Improvements and the Faraday Avenuelorion
Street Traffic Signal; and
WHEREAS, there are sufficient Traffic Impact Fee funds available for the additional
appropriation.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:

on file in the Public Works-Engineering Department of the City of Carlsbad are hereby approved.

and 63041, in accordance with the plans, specifications, and contract documents referred to

Traffic Impact Fee Fund for the project.
