RECOMMENDED ACTION:
Adopt Resolution No. 2005-376 to revise the Business Systems Specialist classification, reclassify a
Public Works employee, and amend the General Employees salary schedule.
ITEM EXPLANATION:
BACKGROUND
The classification of Business Systems Specialist was created to provide a liaison between financial
and technical system expertise for the purpose of maintaining business system applications. The
classification was adopted in 1999 and the City currently has three Business Systems Specialists.
The positions are assigned to Public Works Department, the Finance Department and the Library.
The Business Systems Specialist(s) provide dedicated support of business systems and provide a
critical link between the Information Technology Department, technical vendors and the operational
department. This position has proved beneficial in meeting the changing demands of technology in
the organization.
BUSINESS SYSTEMS TECHNICIAN/BUSINESS SYSTEMS SPECIALIST
CLASSIFICATION
The Business Systems TechnicianBusiness Systems Specialist class specification, Attachment A, is
proposed to meet the specific needs of the Maintenance and Operations Division of the Public Works
Department. The Business Systems Technician. position offers a less costly alternative to the
Business Systems Specialist and may prove viable to other departments in the future. Staff proposes
that the Business Systems Technician be dedicated to smaller divisions and less complex business
systems applications with limited numbers of end users. The objectives established for this position
compared to the Business Systems Specialist position are basic to moderate in scope. Lower
minimum requirements have been established for the Business Systems Technician that are
appropriate to proposed work assignments.
Based on a review of the internal relationship with the Business Systems Specialist, staff recommends
that the Business Systems Technician be leveled at salary range 70 in the General Employees’ Salary
Schedule and that the Business Systems Specialist be maintained at salary grade 80 in the General
Employees’ Salary Schedule.
RECLASSIFICATION OF ACCOUNTING TECHNICIAN TO BUSINESS SYSTEMS
TECHNICIAN
The Accounting Technician in Maintenance and Operations was dedicated to water utility billing
services until the services were relocated to the Faraday Building. The relocation of water utility
billing services provided more efficient service to our citizens. The Maintenance and Operations
Division experienced varied results. The division required numerous business systems to support
their operation such as Sussex, Itron, Harris and handheld Meter Reading devices. However, none of
the systems were integrated to the central billing system at Faraday or to each other. Over time the
incumbent became the dedicated liaison for the Maintenance and Operation Division, the Finance
Department, water utility billing and the Information Technology Department. The incumbent has
demonstrated the ability to maintain the department’s business systems applications by
troubleshooting problems, testing application upgrades and the functionality of new modules and
performing maintenance on data records, tables, codes and group security levels.
Staff recommends that the incumbent, an Accounting Technician, be reclassified to a Business
Systems Technician. Human Resources has met and conferred with the City of Carlsbad Employee
Association who concur with the requested changes.
FISCAL IMPACT:
The annual cost to reclassify the employee to a Business Systems Technician (including salary
adjustment and related benefits) is approximately $4,200 per year. The Public Works Department has
adequate funds in their budget to absorb the additional cost. Future cost savings may be realized if
this classification is utilized by other departments in place of the Business Systems Specialist
classification.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ADDING A NEW CLASSIFICATION, REVISING A
CLASSIFICATION, RECLASSIFYING A POSITION AND AMENDING THE
CITY OF CARLSBAD GENERAL EMPLOYEES’ SALARY SCHEDULE
WHEREAS, it is desirable to add the new classification of Business Systems
Technician and revise the current classification of Business Systems Specialist in order to
meet the changing demands of technology, provide greater flexibility in staff and enhance
productivity; and
WHEREAS, it is desirable to reclassify the Accounting Technician in Public Works
to the new classification of Business Systems Technician to recognize the added duties and
responsibilities of this position; and
WHEREAS, the City has met and conferred with the City of Carlsbad Employee
Association regarding the impacts of these recommended changes to their members.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes the new classification of Business Systems
Technician, amends the Business Systems Specialist classification and adopts the revised
classification specification as described in Attachment A, attached to and incorporated into
this resolution.
3. That the City Council authorizes the reclassification of the Accounting
Technician in Public Works to the classification of Business Systems Technician.

General Employees’ Salary Schedule to reflect the above changes.

JOB TITLE: BUSINESS SYSTEMS TECHNICIAN
BUSINESS SYSTEMS SPECIALIST
DEPARTMENT: VARIOUS
BASIC FUNCTION:
Under general supervision, to provide analytical and technical support in the
maintenance of a specific department’s business systems applications; implement new
applications and modules; troubleshoot and test system problems and enhancements;
assist users in developing and designing reports; interface with technical services to
ensure reliability and access to database information; and perform other related duties as
assigned.
DISTINGUISHING CHARACTERISTICS:
This class is focused on the business processing of information and facilitating use of
technology in managing a department’s data. This position is distinguished from the
positions in Information Technology Department who support the operating systems,
database management and integration of the system networks. The Business Systems
Series is the dedicated department liaison to Information Technology and technical
vendors.
Business Systems Technician: Provides analytic and technical support of business
systems applications of a moderately complex nature.

factors. Supports and trains end users in functionality of business processes and

systems applications of a complex nature. Provides problem analysis and business
solutions for problems of a moderate to advanced scope that have unique or
unidentifiable factors. Supports and trains end users in functionality of processes and
applications. Typically supports end users within multiple divisions within a major
service area or department or supports a major business application where incorrect
decisions or recommendations create negative or serious results. Integrates various
business applications according to assignment.
KEY RESPONSIBILITIES:
Maintain the department’s business process applications; troubleshoot operational
problems; perform maintenance and update of data records, tables, and codes; coordinate
with the Information Technology Department in implementing and testing functionality
of business applications and testing of new modules, updates and enhancements to the
database.
Facilitate use of systems applications to satisfy particular needs of the department and
other users; analyze individual user needs; develop maintenance procedures and
processes; assist in determining appropriate system solutions.
Conduct analysis, research and make recommendations on new business processes or the
acquisition of applications, hardware, and enhancements; design and coordinate
development of custom system screens, forms, reports and menus related to users’ needs.
Coordinate training andor train users on functions and operations; develop users’
manuals; assist with the development of internal procedures and controls for business
systems processing, including forms and systems designs; prepare documentation of
procedures.
Maintain liaison with other city departments and vendors on matters relating to
departmental needs and problems; coordinate and facilitate resolution of problems that
interrelate across departments and systems.
Act as project leader in planning, coordinating user meetings and communications and
reviewing end user work.
Write reports and the specifications for development of reports; manipulate data in files,
initiate global utility changes and prepare transaction codes.
Establish, configure and maintain security levels for end users.
Install, configure, integrate, upgrades and updates of software applications and devices;
test application features.
Install application patches in congruence with and under the authority of the Information
Technology Department.
Prepare and maintain logs, records, reports and vendor service logs, inventory, status
reports and problem resolution; maintain vendor communications.
Conduct database and application back-up and maintain libraries in conjunction with and
under the authority of the Information Technology Department.

and abilities for a Business Systems Technician would be:
Equivalent to college coursework in Business Administration or related field with
specialized training in Information Technology ; and,
Two to three years progressively responsible experience in applicable automated
business applications, systems and procedures.
Basic to moderate knowledge of specific applications and systems will vary
depending on the assignment and will be specified on the job announcement.
Any combination equivalent to experience and education that could likely provide the
required knowledge and abilities is qualifying. A typical way to obtain the knowledge
and abilities for a Business Systems Specialist would be:
Equivalent to a Bachelor’s degree from an accredited college or university with
major work in public and/or business administration, information technology or
closely related field.
Three to five years progressively responsible experience in applicable automated
business applications, systems and procedures.
Moderate to advanced knowledge of specific applications and systems will vary
depending on the assignment and will be specified on the job announcement.
PHYSICALMENTAL DEMANDS AND ENVIRONMENTAL SETTING:
While performing the duties of this class, an employee is regularly required to sit; talk or
hear, in person and by telephone; use hands to finger, handle, feel or operate standard
office equipment; and reach with hands and arms. An employee is frequently required to
walk and stand. Specific vision abilities required by this job include close vision and the
ability to adjust focus to read and operate office and computer equipment as necessary
during the course of the work assignments.
While performing the duties, employees of this class are regularly required to use written
and oral communication skills; read and interpret narrative and statistical data,
information and documents; analyze and solve problems; use reasoning and abstract
