RECOMMENDED ACTION:
City Council adopt Resolution No.2006-001 accepting the San Diego Service
Authority For Freeway Emergencies (SAFE) Motorist Aid Projects Phase II Grant funds and
appropriating the grant funds to Fire Department Emergency Operations for purchase of
vehicle extrication and rescue equipment.
ITEM EXPLANATION:
On August 16, 2005, the City Council approved the Carlsbad Fire Department's application
to the San Diego Service Authority For Freeway Emergencies (SAFE) Motorist Aid Projects
Phase II Grant for purchase of vehicle extrication and rescue equipment. The City of
Carlsbad's application for grant funding under the SAFE Motorist Aid Projects Phase II
Grant was approved in the amount of $25,000.
These one-time grant funds will be used to purchase an Amkus vehicle extrication and
rescue tool, commonly known as the "Jaws of Life," including the support generator,
spreaders, cutters, rams, hose reel and extensions. The Fire Department currently has two
(2) Jaws of Life, each staged on different apparatus. One (1) unit is over 11 years old and
the other unit is over 22 years old. This is a critical piece of equipment for extricating
potentially injured victims from vehicles involved in traffic accidents. As evidenced by the 33
years of combined service of the two (2) Amkus currently utilized by the Fire Department,
this is critical equipment that will serve motorists in need of this type of vehicle rescue
extrication for many years in the future.
FISCAL IMPACT:
The total cost of the Amkus and support equipment is approximately $26,500. The Fire
Department has funds available to cover the additional $1,500, over and above the grant
amount of $25,000, for the purchase of this equipment. There is no matching fund
requirement for this one-time Grant. Grant funds will be appropriated to the Fire
Department Emergency Operations Technical Rescue Program.

6 WHEREAS, the Fire Department applied for and was awarded a San Diego
7 Service Authority For Freeway Emergencies (SAFE) Motorist Aid Projects Phase II Grant in the
o amount of $25,000 for the purchase of fire vehicle extrication and rescue equipment,
9 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
10 Carlsbad, California, as follows:

1. That the above recitations are true and correct.

2. That the Fire Chief, or his designee, is authorized to execute all appropriate13
agreements, receipt of funds or documents related to the San Diego Service Authority For
Freeway Emergencies (SAFE) Motorist Aid Projects Phase II Grant, as well as any required
16 reports and/or final statements.
17 3. That the Finance Director is authorized to appropriate $25,000 to the Fire
18 Department Emergency Operations Technical Rescue Program for purchase of the Fire
19 Emergency Operations vehicle extrication and rescue equipment.
