APPROVAL OF PURCHASE OF POLICE
PATROL SEDANS
RECOMMENDED ACTION:
Staff recommends Council adopt Resolution No. 2006-008 approving the purchase of thirteen
police patrol sedans from Villa Ford.
ITEM EXPLANATION:
Funds are appropriated in the 2005-2006 fiscal year vehicle replacement budget for the purchase of
police patrol vehicles that have exceeded the age and mileage requirements of the City's vehicle
replacement program. Staff is requesting that thirteen units be replaced with new Crown Victorias
purchased from Villa Ford.
Section 3.28.090 of Carlsbad Municipal Code allows the Purchasing Officer to purchase equipment
through cooperative purchasing programs with other public agencies when the agency has made its
purchase in a competitive manner. In August of 2005 the City of Oceanside received three bids for
eleven police patrol sedans. The lowest responsive bid of $22,960.79 per vehicle was submitted by
Villa Ford. This bid included a public agency clause, allowing other governmental agencies to
purchase like units under a cooperative purchasing arrangement.
As in previous years, staff recommends ordering our vehicles with additional options not included on
the Oceanside cars. The options include: optional side air bags, keyed alike key code, dual spot
lamp, power pedal adjust, rear door locks/handle inoperable, and two tone paint.
Our price per vehicle with the additional options is $23,559.01.
FISCAL IMPACT:
Unencumbered funds in the amount of $306,267.13 are available in the Vehicle Replacement Capital
Outlay Account for the thirteen vehicles.

RESOLUTION NO. 2006-008
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AUTHORIZING THE PURCHASE
OF THIRTEEN POLICE PATROL VEHICLES
WHEREAS, the City of Carlsbad wishes to purchase thirteen patrol vehicles, and;
WHEREAS, Section 3.28.090 of the Carlsbad Municipal Code provides that the City may
participate in cooperative purchasing programs with other public agencies, and;
WHEREAS, the City of Oceanside received bids to purchase patrol vehicles which included a
public agency clause, and;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad as
follows:
1. That the above recitations are true and correct.
2. The Purchasing Officer is hereby authorized and directed to issue a purchase order to Villa
Ford in the amount of $306,267.13 including sales tax.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City
of Carlsbad held on the 17th day of January 2006, by the following vote, to wit:
