(Sf& ' CITY MGR*-§p Q > O CCCLo_ O < OO RECOMMENDED ACTION: Adopt Resolution No. 2006-009 authorizing the purchase of two medium duty rescue ambulances from Road Rescue/Emergency Vehicle Group, Inc. ITEM EXPLANATION: Funds are appropriated in the 2005-2006 fiscal year vehicle replacement budget for the purchase of two ambulances. Medium duty rescue ambulances are utilized by City paramedics to provide emergency services to citizens. The two ambulances scheduled for replacement this fiscal year exceed the age and mileage requirements of the City's vehicle replacement program in Administrative Order No. 3. Section 3.28.090 of Carlsbad Municipal Code provides for the Purchasing Officer to purchase equipment through cooperative purchasing programs with the other public agencies when the agency has made their purchase in a competitive manner. On July 30, 2003, following a formal bidding process, Clark County, Nevada received the lowest responsive bid for four medium duty ambulances from Road Rescue/Emergency Vehicle Group, Inc. The price per unit was $149,992. On October 21, 2003 Clark County awarded the bid to Road Rescue/Emergency Vehicle Group, Inc. in the amount of $599,968. Fire Department staff consulted with Road Rescue/Emergency Vehicle Group to make some minor configuration changes to the ambulances. Some items required by Clark County were deleted and substituted with items, which better meet our needs. The per unit price for the ambulances as manufactured for Carlsbad is $150,173.55. The total price for the two ambulances including sales tax is $300,347.10. FISCAL IMPACT: Unencumbered funds in the amount of $300,347.10 are available in the Vehicle Replacement Capital Outlay Account for the purchase of the vehicles. EXHIBITS: 1. DEPARTMENT CONTACT: Colette Wengenroth, (760) 602-2430, email: cwenq@.ci.car1sbad.ca.us Exhibit 1 1 2 3 4 5 6 7 8 g 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO.2006-009 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING THE PURCHASE OF TWO MEDIUM DUTY RESCUE AMBULANCES WHEREAS, the City of Carlsbad wishes to purchase two medium duty rescue ambulances; and WHEREAS, Section 3.28.090 of the Carlsbad Municipal Code provides that the City may participate in cooperative purchasing programs with other public agencies, and WHEREAS, Clark County, Nevada used formal bidding procedures to purchase four ambulances, and WHEREAS, Road Rescue/Emergency Vehicle Group, Inc. has offered to sell the City of Carlsbad two ambulances for $300,347.10. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad as follows: 1. That the above recitations are true and correct. 2. That the Purchasing Officer is hereby authorized and directed to issue a purchase order to Road Rescue/Emergency Vehicle Group, Inc. 4544 E. Eisenhower Circle, Anaheim, CA, in the amount of $300,347.10. PASSED, APPROVED, AND ADOPTED at a regular meeting of the City Council of the City of Carlsbad held on the 17th day of January 2006 by the following vote, to wit: AYES:Council Members Lewis, Hall, Kulchin, Packard, Sigafoose NOES: None ABSENT: None LORRAINE M.
