DEPT. 18,414 1/24/06 ENG TITLE:AUTHORIZATION TO ADVERTISE FOR BIDS AND APPROPRIATION OF FUNDS FOR CONCRETE REPLACEMENT CONTRACT NO. PWS06-21ENG PROJECT 6006 DEPT. HD. y^/ CITY ATTY. (jS¥~ CITY MGR.^Y RECOMMENDED ACTION: Adopt Resolution No.2006-012 appropriating funds for concrete replacement and authorizing the City Clerk to advertise for bids for Contract No. PWS06-21 ENG. ITEM EXPLANATION: Some concrete improvements in the public right of way need to be replaced because of deterioration, cracking, and uplifting. Curb, gutter, sidewalk, and driveway approaches which need to be replaced have been identified through trip-hazard complaints and visual inspection by City staff. The Streets Department has provided the Engineering Department with a list of locations where concrete replacement is necessary. The majority of the work is located in the Northwest Quadrant of the City. The quantity of concrete to be replaced is unusually large (707 locations) because of the age of the concrete in the Northwest Quadrant of the City. City Council has made infrastructure repairs a priority in this older part of town. It is important that this concrete work be completed prior to the pavement rehabilitation, which is scheduled for this summer. ENVIRONMENTAL REVIEW: This project is categorically exempt from the environmental review process under Section 15301 Class 1(c) of the Public Resources Code (California Environmental Quality Act). FISCAL IMPACT: CONCRETE REPLACEMENT PROJECT Construction Contract Estimate Construction Contingency Inspection, Testing, and Construction Management TOTAL ESTIMATED COST ESTIMATED COSTS $950,000 $50,000 $50,000 $1,050,000 The construction contract estimate includes $450,000 for sidewalk replacement, $220,000 for driveway repairs, and the remainder for curb, gutter, and cross-gutters. The cost estimate was based on the concrete quantities provided by the Streets Department and the most recent bid prices received for previous concrete replacement projects. Funds are available in the Infrastructure Replacement Fund to complete this project. Staff is currently estimating future costs so that these concrete repairs can be forecast and addressed as part of the annual budgeting process. PWS06-21ENG. WHEREAS, the City Council of the City of Carlsbad, California, has determined it necessary, desirable, and in the public interest to replace damaged concrete in accordance with the City's ongoing street maintenance program; and WHEREAS, the contract and specifications for furnishing of all labor, materials, tools, equipment, transportation, and other expenses necessary or incidental to the Concrete Replacement Project No. PWS06-21ENG, have been prepared and are on file in the Public Works-Engineering Department of the City of Carlsbad and are incorporated herein by reference; and WHEREAS, Infrastructure Replacement Funds are available in the amount of $1,050,000 for completion of the concrete repairs. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, 1 O California, as follows:1b 1. That the above recitations are true and correct. „„ 2. That the specifications and contract documents for the Concrete ReplacementTo Project No. PWS06-21ENG are on file in the Public Works-Engineering Department of the City of Carlsbad and are hereby approved. 3. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish, in accordance with State law, a Notice to Contractors Inviting Bids for the construction of the Concrete Replacement Project No. PWS06-21ENG, in accordance with the specifications and contract documents referred to herein.
