HDXX/ st CITYATTY. /&£_ CITY MGRTj^* RECOMMENDED ACTION: Adopt Resolution No. 2006-020 accepting bids and awarding the contract to KLM Construction for the construction of the Carlsbad Boulevard Bridge Seismic Retrofit, Project No. 3557-1. ITEM EXPLANATION: The Carlsbad Boulevard Bridge Seismic Retrofit Project will retrofit the existing bridge over the North County Transit District (NCTD) railroad lines just south of the intersection of Carlsbad Boulevard and State Street. The bridge was constructed in 1925 and then was widened in 1936. As part of its ongoing programs, the California Department of Transportation (Caltrans) identified the need for this bridge to undergo a seismic retrofit. In conjunction with input from Caltrans and NCTD, the City of Carlsbad prepared construction documents for the retrofit of the bridge consistent with the ongoing use of the railroad corridor. The engineer's construction cost estimate for the project was $945,000. On December 14, 2005, three (3) sealed bids were received for the construction of this project, as shown on the following table. ENVIRONMENTAL REVIEW: Caltrans and FHWA have approved the NEPA Categorical Exemption/Exclusion for seismic retrofit projects. It has been determined by Caltrans that this approval is applicable to the subject project and, therefore, the project is categorically exempt. The project is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 of the CEQA guidelines as an existing facility. FISCAL IMPACT: The following table summarizes the costs and funding for the project. The City is eligible, however, for approximately $1 million of approved federal and state grant funds provided for seismic retrofit projects, which will be used to reimburse the TransNet Local Fund. WHEREAS, on October 18,2005, the City Council of the City of Carlsbad approved plans for the construction of the Carlsbad Boulevard Seismic Retrofit, Project No. 3557-1; and WHEREAS, three (3) sealed bids were received on December 14, 2005 by the City of Carlsbad for the construction of said project; and WHEREAS, the lowest responsive and responsible bid to construct said project was submitted by KLM Construction, in the amount of $900,080; and WHEREAS, there are sufficient funds available to complete the project; and WHEREAS, subsection 3.28.040(C)(6) of the Carlsbad Municipal Code authorizes the City Manager to approve change orders in the amount equal to the contingency set at the time of bid opening. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the low bid of $900,080 submitted by KLM Construction, for the construction of the Carlsbad Boulevard Bridge Retrofit, Project No. 3557-1, is accepted and the Mayor is18 hereby authorized to execute a contract with KLM Construction for Project No. 3557-1. 19 3. That the award of this contract is contingent upon the bidder submitting the lowest responsible bid executing the required contract and submitting the required bonds and insurance policies, as described in the contract, within twenty (20) days of adoption of this resolution. The City Manager may grant reasonable extensions of time.
