RECOMMENDED ACTION:
Adopt Resolution No. 2006-025 approving contract documents, special provisions and
specifications, and authorizing the City Clerk to advertise for bids to perform 2005-2006 Tot Lot
Improvements, Contract No. PKS 06-01, Project No. 39441.
ITEM EXPLANATION:
Improvements are needed on tot lots at various park sites throughout the City. Specifically, certain
playground equipment that does not meet Americans with Disabilities Act (ADA) standards must be
removed and replaced with compliant equipment at four park sites. In addition, new equipment
and/or resilient surfacing will be installed at 3 additional park sites. Resilient surfacing is required by
law to meet Americans with Disabilities Act (ADA) standards, and to provide legally required
protection from injuries. Existing surfacing that has hardened due to age must be replaced with new
resilient surfacing to meet safety standards at all locations. Over 4,800 total square feet of
cushioned rubberized surfacing will be installed to provide access to the playground equipment.
Listed below are the park sites where these improvements are proposed to be installed.

The Engineer's estimate for these improvements is $259,500. Contract documents and plans are
on file in the Public Works/General Services office. This project will address the Council Goals as
described below.

address citizen needs, which are fiscally responsible and consistent with the General Plan/GMS.

ENVIRONMENTAL REVIEW:
This project has been determined to be exempt from environmental review per CEQA (14 Cal Code
Reg §15301) - minor alteration of an existing facility.

Infrastructure Replacement Funds for this project have been appropriated in the amount of
$259,500 from the City's Capital Improvement Program. It may be necessary to request additional
funding from the City Council at the time of bid award to sufficiently account for increased
construction costs and contingency monies. The potential need for this request will not be fully
realized until all bids have been received and opened through the City's formal bidding process.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING CONTRACT
DOCUMENTS, SPECIAL PROVISIONS AND SPECIFICATIONS,
AND AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS
TO PERFORM 2005-2006 TOT LOT IMPROVEMENTS,
CONTRACT NO. PKS 06-01. PROJECT NO. 39441.
WHEREAS, the contract documents, special provisions and specifications for the
furnishing of all labor, material, and equipment necessary to perform 2005-2006 Tot Lot
Improvements, Contract No. PKS 06-01, Project No 39441, have been prepared and are on file in
the Public Works / General Services office and are incorporated by reference herein; and
WHEREAS, sufficient Infrastructure Replacement funds are available for this project in the Capital
Improvement Project budget.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the contract documents, special provisions and specifications on file in the
Public Works / General Services office are hereby approved.
3. That the City Clerk is authorized to advertise for bids to perform 2005-2006 Tot Lot
Improvements, Contract No. PKS 06-01, Project No 39441.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the 7th day of February , 2006 by the following vote, to wit:
