RECOMMENDED ACTION:
Adopt Resolution No. 2006-026
Project No. 3679, as complete, and directing the City Clerk to record a Notice of Completion and
release bonds in accordance with State Law and City Ordinances.
ITEM EXPLANATION:
On November 2, 2004, Hillcrest Contracting, Inc. was awarded a contract in the amount of
$169,222 for Seacrest Drive, Project No. 3679. A Change Order was approved by City Council on
April 12, 2005 increasing the contract amount by $80,000 to include additional storm drain work.
The total contingency budget for the project was $75,383, bringing the total budgeted amount to
$324,605.
Hillcrest Contracting, Inc. substantially completed the street improvement work on July 19, 2005.
The punchlist work was completed on October 20, 2005 and final contract quantities and agreed
prices were approved in December 2005. City staff has inspected the work and found it to be
satisfactory. Staff recommends formal acceptance of the improvements by the City Council.
ENVIRONMENTAL REVIEW:
The approval of a Notice of Completion is a ministerial process and is exempt from the
requirements of CEQA pursuant to Section 15268 of the State CEQA Guidelines.

RESOLUTION NO. 2006-026
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING THE CONSTRUCTION
CONTRACT ON SEACREST DRIVE. PROJECT NO. 3679.
WHEREAS, the construction of Seacrest Drive has been completed to the City's
satisfaction by Hillcrest Contracting, Inc. on July 19, 2005; and
WHEREAS, the formal project Notice of Completion has been prepared; and
WHEREAS, all project costs have been established to date.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the construction of Seacrest Drive, specifically identified as Project No. 3679, is
deemed complete and is hereby accepted by the City Council of the City of Carlsbad.
3. The City Clerk of the City of Carlsbad is hereby authorized and directed to execute
and record the Notice of Completion for Seacrest Drive, Project No. 3679.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the 7th day of February , 2006 by the following vote, to wit:
