HD. /3s CITYATTY. /4>f /"»nrv Rif*D ^tc-V^\j\ \ Y Mian. ^T^\ RECOMMENDED ACTION: Introduce Ordinance No. NS-786 to require stops on Hosp Way at its intersection with Wintergreen Drive. Introduce Ordinance No. NS-787 to require stops on Hosp Way at its intersection with Grove Avenue. ITEM EXPLANATION: On January 17, 2006, the City Council considered the citizen appeal of the Traffic Safety Commission recommendation to deny the request to establish an all-way stop where Wintergreen Drive/Grove Avenue intersect Hosp Way. Wintergreen Drive is a public street, and Grove Avenue is a private street. Where both streets intersect Hosp Way, there is about a 23-foot offset in their centerline alignment. Both Wintergreen Drive and Grove Avenue are controlled by stop signs. The City Council determined, by a 4-1 vote, that it was necessary to assign vehicle right-of-way at the subject intersection by the establishment of an all-way stop at the intersection of Hosp Way and Wintergreen Drive/Grove Avenue. The Council decision requires the installation of stop signs on Hosp Way where Wintergreen Drive/Grove Avenue intersect Hosp Way. Warning signs and pavement legends will be installed in advance of the intersection that indicate "stop ahead". ENVIRONMENTAL REVIEW: The installation of an official traffic control device is a project that is a Class 1 categorical exemption (minor alteration of existing structure or facility) and is, therefore, exempt from the environmental review process under the provisions of the California Environmental Quality Act (CEQA), section 15301(c). FISCAL IMPACT: Installing stop signs, stop ahead signs, limit lines, and pavement legends will cost about $1,200. EXHIBITS: 1. Location Map. 2. Below, please find the information that was submitted: Dear City Council: In the event that I am unable to attend the next City Council meeting, I would like to weigh in on the proposed stop sign on Hosp Way at Grove and Wintergreen with a resounding YES!!! I drive that stretch at least 4 times a day (both directions) and also walk in that area with my dog and goddaughter at least 3- 4 times a week I am not sure when your traffic study was carried out, but the number of speeders on Hosp Way if ticketed, would finance half of the new golf course. I see (or experience) near misses several times a month as both a driver and a pedestrian at various locations along Hosp Way. It is only a matter of time before someone is hurt or killed. If people didn't speed, it wouldn't be a problem, but they do- often flagrantly! Visibility for anyone trying to merge into traffic or cross the street on foot (Heaven forbid!) is extremely limited and reaction times are even more abbreviated when people are speeding even only a few miles over the posted SOmph. The! ONLY safe spot is the 4-way spot that is already in place and even then, people don t always stop. Hosp Way is densely populated at the east end where there are several entrances to apartment and condo complexes that are partially hidden and would become much safer if traffic speeds were reduced. An additional 4-way stop at Grove and Wintergreen would increase safety at that location and, perhaps, improve the quality of life for the hundreds of us (especially the children!) who live along that road and its tributaries by encouraging drivers to SLOW DOWN along the entire stretch! Whereas I respect that certain Council members may disagree with granting an exception at this location, I live with this every day and would appreciate some relief. Sincerely, RobynA.
