ITEM EXPLANATION: On January 17, 2006, the City Council directed the City Manager to prepare a development review process report. Specifically, the Council requested a staff illustration as to how the process works when a large raw piece of land is proposed to be developed. The report will include an overview of the process used to develop a property noting staffs role, the opportunities for public input throughout the review of the project, and the public hearing process. The Mayor and the City Council place a strong emphasis on communication as one of their goals; therefore it was felt that these questions warrant a response in a public forum. At the City Council meeting of February 7, 2006, staff will present an overview of how the development review process works from beginning to end. Staff will address issues relating to: who initiates the process, the standards for review and the opportunities for citizen input into the process.
