RECOMMENDED ACTION:
Introduce Ordinance No. NS-789 to require stops on Llama Street at its intersection with
Corintia Street.
ITEM EXPLANATION:
Llama Street, a cul-de-sac, intersects Corintia Street in a T-intersection configuration.
The intersection is located in a residential community with neither street classified on the
Circulation Element of the General Plan.
A citizen inquired about the need for Llama Street to be controlled where it intersects
Corintia Street. Currently, the T-intersection is uncontrolled on all three legs of the intersection and
the right-of-way rule governs the assignment of right-of-way.
The subject intersection has low traffic volumes entering the intersection and it does not meet the
warrants to establish an all-way stop. Staff conducted a traffic study to determine if the safe
approach speed for drivers on Llama Street to the intersection was less than 10 miles per hour. If it
were, placement of a stop sign on Llama Street could be considered where it intersects
Corintia Street.
Results of the field study determined that the vertical alignment of Corintia Street reduced the sight
distance available to a driver on Llama Street to view approaching vehicles on Corintia Street that
were traveling eastbound. The available clear approach sight triangle distance to view the
eastbound vehicle on Corintia Street is less than the minimum distance required for the 10 mile per
hour approach speed of a vehicle on Llama Street. Consequently, vehicle conflicts in the
intersection may be minimized by placing a stop sign on the stem of this T-intersection, which
would be Llama Street.
The Traffic Safety Commission reviewed this matter at their meeting of January 9, 2006. By a 4-1
vote, the Commission recommended that a stop sign be installed on Llama Street at its intersection
with Corintia Street.
ENVIRONMENTAL REVIEW:
The installation of an official traffic control device is a project that is a Class 1 categorical
exemption (minor alteration of existing structure or facility) and is, therefore, exempt from the
environmental review process under the provisions of the California Environmental Quality Act
(CEQA), section 15301(c).
FISCAL IMPACT:
The installation of one stop sign, limit line, and a stop legend will cost about $500.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER
10.28 OF THE CARLSBAD MUNICIPAL CODE TO REQUIRE A
STOP ON LLAMA STREET AT ITS INTERSECTION WITH
CORINTIA STREET.
The City Council of the City of Carlsbad, California, hereby ordains as follows:
SECTION 1 : That Title 1 0, Chapter 1 0.28 of the Carlsbad Municipal Code is
the revision of Section 10.28.240 to read as follows:
"10.28.240 Corintia Street. Drivers shall stop where the following
amended by
described streets intersect Corintia Street:
Luciernaga Street
Cazadero Street
Llama Street."
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption and
the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to be
published at least once in a newspaper of general circulation in the City of Carlsbad within fifteen
(15) days after its adoption.
INTRODUCED AND FIRST READ at a regular meeting of said City Council held on the
14th day of February , 2006, and thereafter,
