RECOMMENDED ACTION:
Staff recommends Council adopt Resolution No. 2006-048 , approving the purchase of an aerial
ladder fire apparatus from Seagrave Fire Apparatus, LLC.
ITEM EXPLANATION:
Funds are appropriated in the 2005-2006 fiscal year vehicle replacement budget for the purchase of
an aerial ladder fire apparatus. This apparatus will replace a 1989 Beck engine currently in the fleet.
This unit exceeds the fifteen-year age guideline for replacement contained in the Fleet Management
Program, Administrative Order #3.
The aerial apparatus is responsible for the following duties: placement and manning of ground and
aerial ladders, forcible entry, search and rescue, ventilation of burning structures, elevated water
stream operations, control of on-site utilities, vehicle extrication, and post incident salvage and
overhaul. The aerial apparatus provides many essential aspects of fire ground operations far beyond
just providing an aerial capability and is considered, by the Fire Department, a critical component in
comprehensive fire service delivery.
The city currently owns seven Seagrave fire engines that have provided excellent service. Purchase
of an additional Seagrave engine will provide a quality apparatus with the additional advantage of
familiarity for both operators and city maintenance staff.
Section 3.28.090 of Carlsbad Municipal Code provides for the Purchasing Officer to purchase
equipment through cooperative purchasing programs with the other public agencies when the
agency has made their purchase in a competitive manner. On October 04, 2004, following a formal
bidding process the City of Somerville, New Jersey entered into a contract with Seagrave Fire
Apparatus for the amount of $749,500, excluding taxes for one aerial fire apparatus.
Fire Department staff consulted with Seagrave Fire Apparatus, LLC to make some minor
configuration changes to the apparatus to better meet identified needs. The total price of the
apparatus as manufactured for Carlsbad is $703,881, excluding taxes per apparatus. The cost with
taxes would be $758,432.
FISCAL IMPACT:
O Appropriations of $825,000 were included in the fiscal year 2005-06 budget for the purchase of this
vehicle. The actual cost will be $758,432.

RESOLUTION NO. 2006-048
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AUTHORIZING THE PURCHASE
OF AN AERIAL LADDER FIRE APPARATUS
WHEREAS, the City of Carlsbad wishes to replace one fire engine which has exceeded
its useful life with an aerial ladder apparatus, and;
WHEREAS, Section 3.28.090 of the Carlsbad Municipal Code provides that the City may
participate in cooperative purchasing programs with other public agencies, and;
WHEREAS, the City of Somerville, New Jersey used formal bidding procedures, with a
public agency clause, to purchase a Seagrave aerial ladder fire truck, and
WHEREAS, Seagrave Fire Apparatus, LLC has offered to sell the City of Carlsbad one
Seagrave aerial ladder fire truck totaling $758,432.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. The Purchasing Officer is hereby authorized and directed to issue a purchase
order to Seagraves Fire Apparatus, LLC in the amount of $758,432.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City
Council held on the 7th day of March , 2006 by the following vote, to wit:
