HD.X//^ CITY ATTYM^.—' CITY MGRb-^T RECOMMENDED ACTION: Adopt Resolution No. 2006-058 approving plans and specifications, appropriating funds, and authorizing the City Clerk to advertise for bids for the 2006 Pavement Overlay, Project No. 3667-13. ITEM EXPLANATION: The 2006 Pavement Overlay Project is part of the City's ongoing Pavement Management Program. This rehabilitation project will extend the life of various roadways in the Northwest Quadrant of the City by applying a rubberized asphalt concrete layer over the existing pavement. The roadways were selected based on the age and existing condition of the roadway surface. In addition, this project proposes to overlay El Camino Real from Palomar Airport Road south to Dove Lane. This segment of El Camino Real has recently been trenched for the installation of two large water mains and has been patched in a number of areas to hold the pavement together until an overlay project can fully rehabilitate the roadway. This segment of El Camino Real will deteriorate further if it is not overlaid as part of this year's Pavement Management Program. ENVIRONMENTAL REVIEW: This project is categorically exempt from the environmental review process under Section 15301 Class 1 (c) of the Public Resources Code (California Environmental Quality Act). The area of work is rotated among seven different zones of the City. This year's work zone is located in the village area including downtown Carlsbad. Due to the current condition of El Camino Real, as stated above, Staff recommends rehabilitating that portion of El Camino Real this year, even though it is not located within the 2006 zone of work. Page 2 There are currently $3.2 million of TransNet Local Funds and Non-Jurisdictional Fees available for Pavement Management projects this year. In order to fund the El Camino Real portion of work, Staff recommends loaning $1.0 million of Gas Tax Funds to the Pavement Management Program. This loan would be repaid in July from the new appropriation of TransNet Local funds, which would be available at that time. Options for City Council Consideration: Option 1: Overlay and slurry seal the selected roads in the Northwest Quadrant of the City and overlay El Camino Real as part of this year's Pavement Management Program. This would require a $1.0 million loan from the Gas Tax fund which would be repaid by the TransNet Local Funds received in July of this year from SANDAG. Option 2: Overlay and slurry seal the selected roads in the Northwest Quadrant of the City as scheduled in this year's Pavement Management Program. Sufficient funds are currently available to fund this option. Staff recommends Option 1 in order to fully rehabilitate El Camino Real from Palomar Airport Road south to Dove Lane before its condition deteriorates any further. EXHIBITS: 1. Location map. 2. PROJECT NO. 3667-13. WHEREAS, the City Council of the City of Carlsbad, California, has determined it necessary, desirable, and in the public interest to overlay selected streets including El Camino Real in accordance with the City's ongoing Pavement Management Program; and WHEREAS, the plans and specifications for furnishing of all labor, materials, tools, equipment, transportation, and other expenses necessary or incidental to the 2006 Pavement Overlay, Project No. 3667-13, have been prepared and are on file in the Public Works- Engineering Department of the City of Carlsbad and are incorporated herein by reference; and WHEREAS, the current Pavement Management Program funds are inadequate to overlay the selected Northwest Quadrant streets and overlay El Camino Real. WHEREAS, sufficient funds are available in the Gas Tax fund for loaning $1 million to the Pavement Management Program. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the Finance Director is hereby authorized to loan $1 million to the Pavement Management Program from the Gas Tax fund. 3.
