RECOMMENDED ACTION:
Adopt Resolution No. 2006-062 summarily vacating a portion of Rancho Santa Fe Road
known as the Long Term Detour.
ITEM EXPLANATION:
The applicant, Real Estate Collateral Management Company (RECMC), owner of the real property
of CT 99-04 Phase 3 Villages of La Costa - La Costa Oaks North, has filed an application with the
City to vacate a portion of Rancho Santa Fe Road know as the Long Term Detour.
When the City undertook the construction of the new, realigned Rancho Santa Fe Road (RSF), the
project was split into two phases; one phase south of San Elijo Road and the other to the north. The
southern portion was built first and the traffic was shifted from the old RSF alignment to the new
one. The Long Term Detour was used as a link between the new RSF alignment south of San Elijo
Road to the old RSF alignment north of San Elijo Road. After a half width section of the new RSF
alignment to the north of San Elijo Road was constructed, the traffic was shifted from the balance of
the old RSF alignment. Thus, the RSF Long Term Detour is no longer needed.
The Long Term Detour was dedicated specifically to serve as a temporary link between the new and
the old sections of RSF. Subsequent to the temporary link dedication, the permanent right-of-way
for RSF and a portion of San Elijo Road were dedicated overlaying portions of the Long Term
Detour area. The vacation of the temporary Long Term Detour area does not negate or override the
dedication of the new RSF and San Elijo Road.
Utility companies have been notified of this street vacation request and have no objections.
ENVIRONMENTAL REVIEW:
The activity is exempt per CEQA Section 15061(b) 3.
FISCAL IMPACT:
This item has no fiscal impact to the City. The Long Term Detour easement was granted to the City
at no cost. RECMC has paid the standard fee for processing this quitclaim.

CARLSBAD, CALIFORNIA, SUMMARILY VACATING A PORTION
OF RANCHO SANTA FE ROAD KNOWN AS THE LONG TERM
DETOUR (STV 04-04).
WHEREAS, a request has been made to vacate a portion of Rancho Santa Fe Road
known as the Long Term Detour; and
WHEREAS, the construction of Rancho Santa Fe Road North has shifted the alignment of
Rancho Santa Fe Road; and
WHEREAS, the Long Term Detour was dedicated specifically to serve as a temporary link
during construction between the new and the old alignments of Rancho Santa Fe Road; and
WHEREAS, construction of Rancho Santa Fe Road North Phase 2 has resulted in traffic
being shifted off the Long Term Detour; and
WHEREAS, the City Engineer has determined that the Long Term Detour is no longer
needed for its intended purpose; and
WHEREAS, vacating the portion of Rancho Santa Fe Road known as the Long Term
Detour is not intended to vacate the easements for public street and public utility purposes
granted to the City of Carlsbad per document 2003-0995693 recorded August 15, 2003,
document 2004-0174128 recorded March 3, 2004, and document 2002-0701675 recorded August
19, 2002, all at the County Recorder's Office of the County of San Diego; and
WHEREAS, the proposed vacation is consistent with the General Plan of the City; and
WHEREAS, utility companies have no objections to the proposed vacation.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That pursuant to Division 9, Part 3, Chapter 4 of the California Street and Highways
Code, said portion of Rancho Santa Fe Road known as the Long Term Detour more particularly
27 described in Exhibit A, and shown for the sake of clarity in Exhibit B, be summarily vacated.

Recorder of San Diego County.

4. From the date the resolution is recorded in the County Recorder's office, the public
street and utility easement granted March 15, 2002 as File No. 2002-0220023 recorded with the
County Recorder of San Diego County is vacated.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the 2lst day of March , 2006 by the following vote, to wit:
