DEPT. 18,498 3/28/06 ENG TITLE: ESTABLISH A PRIMA FACIE SPEED LIMIT UPON GLASGOW DRIVE FROM EDINBURGH DRIVE TO CARLSBAD VILLAGE DRIVE D^T/HD. ^ CITY ATTY. &&-* CITY MGR. L/^~ RECOMMENDED ACTION: Introduce Ordinance No. NS-795 to establish a prima facie 30 mile per hour speed limit upon Glasgow Drive from Edinburgh Drive to its intersection with Carlsbad Village Drive. ITEM EXPLANATION: Glasgow Drive is a two-lane road about 0.40 miles in length that follows a curvilinear alignment between Edinburgh Drive and Carlsbad Village Drive in the Calavera Hills residential development. A neighborhood tot lot and the Calavera Hills Community Park are adjacent to the roadway. Traffic lanes are separated by a double-yellow centerline stripe. On-street parallel parking is allowed on both sides of Glasgow Drive except for a short segment on the east side of the road near the Carlsbad Village Drive signalized intersection. Although unclassified on the Circulation Element of the General Plan, Glasgow Drive functions as a local collector. Daily traffic volumes on the road vary from about 2,900 vehicles per day near Carlsbad Village Drive to almost 1,200 vehicles per day near Edinburgh Drive. The road has curb and gutter, sidewalks, and street lights constructed on both sides. No traffic accidents have been reported on this street for more than two years. Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities to establish a prima facie speed limit on the basis of the results of an Engineering and Traffic Survey. The Engineering and Traffic Survey considers such factors as the number of collisions that have occurred on the road segment, roadway features, adjacent land uses, driveway locations, traffic volumes, pedestrian volumes, critical speed, horizontal and vertical alignment, stopping sight distance, and conditions that may not be readily apparent to the driver. At their meeting on February 6, 2006, the Traffic Safety Commission considered the results of the Engineering and Traffic Survey to establish a prima facie speed limit upon the subject portion of Glasgow Drive. The Commission recommended by a 3-0 vote that a 30 mile per hour prima facie speed limit be established upon Glasgow Drive from Edinburgh Drive to its intersection with Carlsbad Village Drive. The current version of the Engineering and Traffic Survey is on file in the office of the City Traffic Engineer. ENVIRONMENTAL REVIEW: The installation of an official traffic control device is a project that is a Class 1 categorical exemption (minor alteration of existing structure or facility) and is, therefore, exempt from the environmental review process under the provisions of the California Environmental Quality Act (CEQA), Section 15301 (c). FISCAL IMPACT: Installing two speed limit signs upon Glasgow Drive will cost about $250. EXHIBITS: 1. Location Map. 2. NS-795 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44, OF THE CARLSBAD MUNICIPAL CODE BY THE ADDITION OF SECTION 10.44.750 TO ESTABLISH UPON GLASGOW DRIVE A PRIMA FACIE 30 MILE PER HOUR SPEED LIMIT FROM EDINBURGH DRIVE TO ITS INTERSECTION WITH CARLSBAD VILLAGE DRIVE. The City Council of the City of Carlsbad, California, hereby ordains as follows: SECTION 1: That Title 10, Chapter 10.44, of the Carlsbad Municipal Code is amended by the addition of Section 10.44.750 to read as follows: "10.44.750 Glasgow Drive. Upon Glasgow Drive from Edinburgh Drive to its intersection with Carlsbad Village Drive, the prima facie speed limit shall be thirty miles per hour." EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption and the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to be published at least once in a newspaper of general circulation in the City of Carlsbad within fifteen12 (15) days after its adoption. 13 INTRODUCED AND FIRST READ at a regular meeting of said City Council held on the 14 28th day of March , 2006, and thereafter, PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council held on the day of , 2006 by the following vote, to wit: AYES: NOES: ABSENT: CLAUDE A.
