EDINBURGH DRIVE TO CARLSBAD VILLAGE DRIVE

CITY MGR. L/^~
RECOMMENDED ACTION:
Introduce Ordinance No. NS-795 to establish a prima facie 30 mile per hour speed limit upon
Glasgow Drive from Edinburgh Drive to its intersection with Carlsbad Village Drive.
ITEM EXPLANATION:
Glasgow Drive is a two-lane road about 0.40 miles in length that follows a curvilinear alignment
between Edinburgh Drive and Carlsbad Village Drive in the Calavera Hills residential development.
A neighborhood tot lot and the Calavera Hills Community Park are adjacent to the roadway. Traffic
lanes are separated by a double-yellow centerline stripe. On-street parallel parking is allowed on
both sides of Glasgow Drive except for a short segment on the east side of the road near the
Carlsbad Village Drive signalized intersection.
Although unclassified on the Circulation Element of the General Plan, Glasgow Drive functions as
a local collector. Daily traffic volumes on the road vary from about 2,900 vehicles per day near
Carlsbad Village Drive to almost 1,200 vehicles per day near Edinburgh Drive. The road has curb
and gutter, sidewalks, and street lights constructed on both sides. No traffic accidents have been
reported on this street for more than two years.
Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities to establish a
prima facie speed limit on the basis of the results of an Engineering and Traffic Survey.
The Engineering and Traffic Survey considers such factors as the number of collisions that have
occurred on the road segment, roadway features, adjacent land uses, driveway locations, traffic
volumes, pedestrian volumes, critical speed, horizontal and vertical alignment, stopping sight
distance, and conditions that may not be readily apparent to the driver.
At their meeting on February 6, 2006, the Traffic Safety Commission considered the results of the
Engineering and Traffic Survey to establish a prima facie speed limit upon the subject portion of
Glasgow Drive. The Commission recommended by a 3-0 vote that a 30 mile per hour prima facie
speed limit be established upon Glasgow Drive from Edinburgh Drive to its intersection with
Carlsbad Village Drive.
The current version of the Engineering and Traffic Survey is on file in the office of the City Traffic
Engineer.
ENVIRONMENTAL REVIEW:
The installation of an official traffic control device is a project that is a Class 1 categorical
exemption (minor alteration of existing structure or facility) and is, therefore, exempt from the
environmental review process under the provisions of the California Environmental Quality Act
(CEQA), Section 15301 (c).
FISCAL IMPACT:
Installing two speed limit signs upon Glasgow Drive will cost about $250.
