RECOMMENDED ACTION:
Adopt Resolution No. 2006-087 accepting the work in accordance with Contract No. FAC 05-01,
Project No. 39421, Georgina Cole Library HVAC Replacement as complete, and direct the City Clerk to
have the Notice of Completion recorded.
ITEM EXPLANATION:
On October 18, 2005, the City Council adopted Resolution No. 2005-309 awarding Contract No.
FAC 05-01, Project No. 39421, to Alpha Mechanical, Heating and Air Conditioning, Inc. for $1,029,900
and authorized $50,000 in structured incentive bonuses, $10,000 for early document submittals and
$40,000 for early construction completion for the replacement of the HVAC system at Georgina Cole
Library.
The document submittals and construction phase of the project were completed early resulting in
incentive bonus to the Contractor totaling $47,500. The replacement HVAC system has been inspected
by staff and is acceptable to the Public Works Manager, General Services.
ENVIRONMENTAL REVIEW:
This project has been determined to be exempt from environmental review per CEQA (14 Cal Code Reg
§15301) - minor alteration of an existing facility.

The total construction cost for this project is $1,103,486. Change orders for the project totaled $41,659 of
the approved contingency total of $102,900. Change orders included electrical upgrades, new ceiling tiles,
relocation of existing utilities, and installation of a larger electrical room door to meet SDG&E
requirements.
Construction bonuses totaled $47,500. The contractor received $5,000 for early cpntract document
submittal, $5,000 for long lead-time equipment submittal and $37,500 for early construction completion.
A rebate totaling $15,573 was received from the San Diego Regional Energy Office for installation of a
computer controlled HVAC system and the installation of modern energy efficient HVAC equipment. Staff
has submitted a request for an additional rebate of $7,262 from the San Diego Regional Energy Office.
This additional rebate is pending final approval and is not reflected in the Fiscal Impact statement.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, ACCEPTING THE WORK
AS COMPLETE AND DIRECTING THE RECORDATION
OF THE NOTICE OF COMPLETION FOR, GEORGINA
COLE LIBRARY HVAC REPLACEMENT, CONTRACT NO.
FAC 05-01. PROJECT NO. 39421.
WHEREAS, the City Council of the City of Carlsbad has previously appropriated
Infrastructure Replacement Funds for Georgina Cole Library HVAC Replacement, hereinafter
referred to as the "Project"; and
WHEREAS, the City Council has previously awarded a contract for the Project; and
WHEREAS, the Project work has been satisfactory completed; and
WHEREAS, a Notice of Completion has been prepared for the Project; and
WHEREAS, the City Council hereby finds it necessary, desirable, and in the public interest
to accept the completed work for the Georgina Cole Library HVAC Replacement.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2 That the completed work is hereby accepted and the City Clerk is directed to
record the Notice of Completion for said Project.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the iith day of April , 2006 by the following vote, to wit:
