RECOMMENDED ACTION:
Adopt Resolution No. 2006-089 approving plans and specifications and authorizing
the City Clerk to advertise for bids for the construction of Street Lights Installation on Roosevelt
Street, Project No. 3895.
ITEM EXPLANATION:
On August 10, 2004, the City Council adopted Resolution No. 2004-236 authorizing the formation of
an underground utility district on a portion of Roosevelt Street between Carlsbad Village Drive and
Magnolia Avenue. Pursuant to this resolution, Underground Utility District No. 17 was formed.
San Diego Gas and Electric (SDG&E) undertook the task of designing and constructing needed
facilities to underground the overhead conduits in this underground district. SDG&E completed the
design and constructed the conduits in Roosevelt Street. As part of the undergrounding, the existing
overhead poles will be removed when all providers (cable, telephone, electric) have removed their
overhead conduits. At this time, the majority of the poles within the project limits are forecasted to be
removed in the summer of 2006, with the exception of three poles along Chestnut Avenue, which
are scheduled for removal in 2007.
The City's street lights are currently attached to the overhead poles. Upon removal of the poles,
the existing street lights will also be removed. Therefore, new street lights need to be installed.
SDG&E indicated that it will maintain the poles for lighting purposes until the City has installed new
street lights at locations that do not have a conflict with existing poles.
Plans and specifications to install street lights on Roosevelt Street have been completed. The City
will replace the existing street lights with 13 standard street lights between Carlsbad Village Drive
and Magnolia Avenue. A 14th street light, at the corner of Chestnut Avenue and Roosevelt Street,
will be installed after the removal of the poles along Chestnut Avenue in 2007, and is not part of this
bid package.
ENVIRONMENTAL REVIEW:
This project is a Class 2 categorical exemption (replacement or reconstruction of existing structures
or facilities) and is, therefore, exempt from the environmental review process under provisions of the
California Environmental Quality Control Act (CEQA), Section 15302(c). A Notice of Exemption has
been issued by the Planning Director.

The appropriated funding for this project exceeds the estimate costs by over $300,000. The unused
appropriated funding is mostly due to SDG&E performing the design of the undergrounding and
installing conduits for street lights as a courtesy in locations where street light conduits were
collocated with SDG&E conduits.

SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO
ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF
STREET LIGHTS INSTALLATION ON ROOSEVELT STREET,
PROJECT NO. 3895.
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
necessary, desirable, and in the public interest to construct street lights along Roosevelt Street
between Carlsbad Village Drive and Magnolia Avenue; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
equipment, transportation, and other expenses necessary or incidental to the Street Lights10
Installation on Roosevelt Street, Project No. 3895, have been prepared and are on file in the

Public Works-Engineering Department of the City of Carlsbad and are incorporated herein by
12 reference; and
13 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
14 California, as follows:
1. That the above recitations are true and correct.
2. That the plans, specifications, and contract documents for the Street Lights
Installation on Roosevelt Street, Project No. 3895, on file in the Public Works-Engineering
Department of the City of Carlsbad are hereby approved.

3. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish,
in accordance with State law, a Notice to Contractors Inviting Bids for the construction of the
Street Lights Installation on Roosevelt Street, Project No. 3895, in accordance with the plans,
specifications, and contract documents referred to herein.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the llth day of April , 2006 by the following vote, to wit:

I will be at the meeting tonight to answer these questions. I designed the project. My answers will be:
1. The project consists of 14 street lights along Roosevelt street between Carlsbad Village Drive and
Magnolia Ave. 13 of them will be installed with the contract under consideration. The 14th light will be
installed at a later date when SDG&E removes overhead lines and poles along Chestnut Avenue at the
beginning of 2007.
2. As part of the project and a courtesy to the City, SDG&E provided design service for conduit and
allowed the City to install conduit for the street lights in trenches that they were already opening. City's
cost for conduit installation was less than $8,000. The construction savings for conduit installation is
about $50,000 (660 If) and design is about $70,000.

I expect a councilmember to pull this item tomorrow night to address the following:
1. Overview the project.
2. Give credit to SDG&E on how much they saved the project. The AB indicates approximately $300K.
The question will be how much actual money?
